JOB CONTEXT:

Following a first step dedicated to assessment both in Ukraine and in neighbouring countries HI is now developing a large-scale inclusive, immediate and multi-sectoral humanitarian response to address the most acute needs of vulnerable conflict-affected populations in Ukraine and in Moldova in the frame of a 2-countries program.

HI has designed a multi-sectorial intervention aiming at meeting the Protection, Health and Basic Needs of vulnerable conflict-affected populations, while mitigating the risks caused by explosive ordnance contamination and facilitating the delivery of aid and inclusive humanitarian action in Ukraine. HI will primarily target the most vulnerable individuals including those injured, persons with disability, women, children, and older people, addressing the needs of internally displaced persons having fled their homes in search for safety, as well as those unable to flee and yet affected by the large-scale conflict.

Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services for conflict-affected vulnerable population (including injured), while also strengthening the capacity of existing health structures. **

Basic Needs : To respond to the most acute needs for displaced households hosted by the local population or living in collective centres, HI will ensure they have access to sufficient and appropriate food, hygiene and non-food items (NFI) items, including tailored items responding to the specific needs of infants, older people and persons with disabilities. To this extend, HI will tailor its intervention modalities upon household needs whilst considering local market capacities in various geographical areas. **

Protection : HI will ensure that vulnerable populations have access to tailored protection services **

Recent and ongoing attacks having dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine, HI will also conduct a multi-pronged approach to EO risk education and CPP, adaptable to the evolution of the conflict and humanitarian situation.

In light of the grave concerns for vulnerable populations in Ukraine, including persons with disabilities, HI will not only ensure that responses are tailored to specific needs throughout its intervention, but will also foster a disability- inclusive humanitarian response.

ATLAS Logistics : ATLAS Logistique will operate a last-kilometre logistic platform as close as possible to the area of distribution. In parallel and on an ongoing basis, ATLAS Logistique will conduct an in-depth analysis of the logistical capacities of the Ukrainian commercial sector and its adequacy to humanitarian needs in order to orient the AL operational response towards potential bottlenecks and gaps. **

YOUR MISSION: Under the supervision of the HQ Emergency Manager, you contribute within Ukraine to the implementation of the mandate and the strategy of Humanity & Inclusion. You main responsibilities are: **

· You are the legal representative in the country of the overall HI organization internally and externally, and promotes a high reputation and positive image of HI. You Develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) in the Programme’s geographical scope

· By being the top manager of the Programme organization you set up a team spirit and team functioning guaranteeing synergies and exchange of good practices between the different actors in the Programme and with head office colleagues.

· You deploy HI’s full mandate and 2025 Strategy, with operational partners, institutions and/or donors, and steers organisational transformation in line with Lean, Shared Services and transformation projects.

· You are responsible for fundraising and resource planning: The Operational Strategy includes a fundraising strategy aligned with HI’s ethical principles and the Institutional Funding Development Plan.

· With regard to the safeguarding of beneficiaries of HI’s Programmes: respects and ensures respect of institutional policies by the HQ and field staff that you manage

· With regard to security management: you ensure compliance with institutional safety & security policy and the application of normative frameworks and standard operating procedures

· You ensure compliance with the budget framework (including unrestricted funds) and HI policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.)

· You actively monitor and analyze context developments, in order to identify risks and opportunities.

YOUR PROFILE:

· With at least 5 years’ experience at key management position within international organizations, you have management experience in humanitarian and emergency programs

· Strong interpersonal and intercultural skills;

· Constant program adaptation to an evolving context and set up of partnerships with local and international partners is part of your main motivation

· You have excellent organizational skills, co-ordination and transfer of knowledge;

· Ability to work in a tensed and volatile context with strict security measures;

· Proven experience in negotiations with institutional donors, project writing and reporting.

CHARACTERISTICS OF THE POSITION:

Road conditions sometimes degraded, weather conditions (ice, snow, rain), important traffic jams due to the movement of populations towards the western borders, and other road use behavior (stress, speed, military convoys). Checkpoints on the main roads, and roadblocks at the entrance to villages by soldiers or defense volunteers.

  • Criminality: Degraded economic situation. Conflict: Front line relatively well identifiable geographically; Lack of mapping (constantly changing situation), possible presence of IEDs/landmines difficult to identify/recognize.

  • Health & living conditions: Particularly anxiety-provoking context due to the volatility of the security situation, weapons used, nuclear risks, illegibility of future scenarios, very regular sirens day and night, significant international media coverage involving high demands (personal and professional) on the team. Heavy workload, lack of sleep. Difficult living conditions – base being set-up (housing, food, privacy).

· 6 months International contract starting from 15th May2022

· The international contract provides social cover adapted to your situation:**

o Unemployment insurance benefits for EU nationals**

o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount**

o Medical coverage with 50% of employee contribution **

o Repatriation insurance paid by HI**

· Salary from 3200 € gross/month upon experience

· Perdiem: 550 € net/month – paid in the field; hardship: 500 € net/month paid with your salary (

· Paid leaves: 25 days per year; R&R: 5 days every 6 weeks + possible transport/package support.

· Position: unaccompanied : Payment for travel costs (air ticket & visa) ; Collective housing taken in charge by HI
