ROLE PURPOSE:

The Conflict Analyst for the Ukraine response will provide in-country decision-makers with in-depth, real-time and forward-looking analysis of the context in what are complex, fluid and high-risk environments, often characterized by acute levels of need and pervasive access constraints. The role will combine first-hand contextual experience, human subject matter expertise, and quantitate analysis wherever possible, to deliver impact-driven recommendations to Save the Children’s managers and leaders and their key partners. The Conflict Analyst will directly contribute to ensuring that Save the Children’s response in Ukraine is contextually relevant, risk-aware, inclusive, adaptive, and conflict-sensitive.

Typical services and products include: on-demand analytical briefings centered on specific crisis events and key uncertainties; regular context updates; ‘deep dive’ situation and thematic reports; and mapping and infographics illustrating crisis actors and dynamics. This analysis will be used by Save the Children to inform a number of internal outputs, including: strategic and response plans; scenario and contingency plans; adaptive management and access decisions; program design; conflict mapping and assessments; risk management and due diligence; and influence via policy, advocacy and media relations.

The Conflict Analyst supports programmatic activities in high and extreme risk areas by providing timely and strategic humanitarian and crisis analysis. The post holder will:

  1. Provide Save the Children’s Ukraine Senior Management Team with a comprehensive and nuanced picture of local and national trends related to conflict and humanitarian needs;
  2. Combine geopolitical analysis with tactical data in order to forecast changes to the conflict and humanitarian environment;
  3. Support Save the Children programming within Ukraine;
  4. Develop thematic assessments on a range of topics that inform understanding of the crisis for the broader Ukraine response.

The Conflict Analyst will be backstopped by a member of Save the Children’s Context Analysis and Foresight Unit (CAFU), a global network of peers across regions and contexts.

KEY AREAS OF ACCOUNTABILITY:

  • Closely monitor events and major and emerging trends in the Ukraine crisis environment (local, national and sub-regional scope).
  • Map and utilize to the extent possible existing local analysis, in particular field-based and conflict analysis, and set up relevant update routines of produced outputs as needed.
  • Deliver bespoke analysis on specific historical, political, economic, and social dynamics that influence either the conflict or the humanitarian response, with a child-focused approach.
  • Design and ensure the timely delivery of an array of analytical products that meet the specific information requirements and knowledge gaps of Save the Children’s Ukraine Program (considering children as being impacted by as well as actors in conflict).
  • Support the development of a range of internal processes (e.g. strategy development, contingency planning, partner selection, etc.) by contributing with contextual and risk analysis based on the evolution of the Ukrainian context and humanitarian response.
  • Manage and maintain an active network of key interlocutors within and beyond the humanitarian community in Ukraine, including but not limited to other NGOs/INGOs, UN, diplomatic and donor representatives, think tanks, and local stakeholders, ensuring that diverse perspectives on the conflict are captured and informing analyses.
  • Collaborate with and support other roles within the Ukraine response team, in particular the CivMil/Access Advisor, Safety and Security Advisor/Director, Partnership Advisor, etc.
  • Identify data gaps (quality of datasets, geographic disparities, sensitivities, etc.) to assist SC and partners in intentional primary data collection and in advocating for better humanitarian data even in challenging environments.
  • Ensure vetted conflict data and evidence about the Ukrainian context is easily available and accessible for global purposes (e.g., on global Knowledge Management platforms).
  • If/when applicable prepare conflict analysis for country team to feed into inter-organization processes (JIAF, HNO, HRP, etc.).
  • Represent Save the Children with donors to promote our work and understanding of the context as well as relevant local and regional institutions for strategic partnerships where Save the Children’s analysis is valued and influential
  • Promote a conflict-sensitive response, build capacity of humanitarian team on conflict sensitivity principles, and support the implementation of Save the Children’s Centrality of Protection Policy and Procedure.
  • Work with the CAFU team to develop methodologies tailored to acute crisis contexts and other analytical products for Eastern Europe.
  • Update and implement new analytical methods within the team’s knowledge products

QUALIFICATIONS AND EXPERIENCE

  • Master’s degree in a relevant field preferred.
  • At least 5 years’ experience as Conflict Analyst or equivalent role
  • At least 3 years field experience deployed in an active conflict environment
  • Strong understanding and experience of mainstreaming conflict sensitivity in responses
  • High-level written, analytical and presentation skills
  • Experience in liaising with diplomatic and multi-national organizations as well as international NGOs, other non-governmental organizations, and academic institutions
  • Highly developed interpersonal and communication skills
  • Experience presenting in high-level meetings including donors, UN staff and other relevant stakeholders
  • Experience leading, training, and coaching a team
  • Mastery of the Microsoft Office suite, Access and other database/mapping systems
  • Knowledge of statistical analysis programs R or Python is an asset
  • Knowledge of GiS information systems is an asset
  • Background in both quantitative and qualitative analytical methods is an asset
  • Knowledge of forecasting methodologies and economic modelling an asset
  • Fluency in English, both written and spoken is required; ability to speak Ukrainian is an asset
  • Academic, practical, and professional knowledge and experience in the region is an asset
  • Diplomatic mind-set, capable of navigating polarized spaces with agility and empathy
