ABOUT THE MISSION

The conflict in Ukraine has seen a dramatic and rapid escalation since 24th February 2022 with massive multidimensional attacks from Russian troops throughout Ukraine, from the East, North, and Southern borders that affected a large part of the country including the capital, Kyiv. This attack has been immediately followed by massive displacements, and as of today, more than 4 500 000 Ukrainians have taken refuge in neighboring countries. About 6 500 000 are internally displaced, mostly in the Western part of the country.

These IDPs have often lost their source of income and rely on relatives, host community and solidarity to find food and basic items. Housing is as well now scarce in the area; prices subsequently increase and the improvised transit centres that are supposed to host IDPs for a few days before they manage to find accommodation are already at the limit of their capacities.

Part of these people, coming from affected areas, are transiting & settling in Lviv region. To support them, SI has started cash assistance and is working with community shelters to provide food kits, hygiene kits, and NFIs to the most vulnerable people.

SI is also operating in Mykolaiv oblast, which is a sub-base sub-base to support hard-to-reach people, living close to the line of contact, who could not leave their village or that have decided to settle in Mykolaiv city for the time being. In addition to its distribution activities, SI is providing water daily thanks to water trucks to the population and implements and wash rehabilitation.

ABOUT THE JOB General Objectives

Under the supervision of the administrative coordinator, the administrator is responsible for the administrative, accounting, and financial management of the base, in compliance with donor and Solidarites International procedures.
He/she supervise the financial management of his or her base, in compliance with donor and Solidarites International procedures.
He/she supervises accounting operations, cash management and budget monitoring in collaboration with the program managers.
He/she is also the responsible for the proper application of the Solidarites International Human Resources policy in his/her base.
He/she supports, monitors, and trains the members of his/her administrative team.

Priorities for the upcoming 2-3 months

Recruitments: Finalization of the base team recruitment
Internalization of contract management
Homere implementation on the base
Capacity-building of the new but good level finance and HR assistant
Follow-up of the implementing partner on financial report and documentation: Walnut house
Ensure the taxes implementation in compliance with Ukraine Law

Implementation of the new banking process

Main tasks

Administrative management of personnel:

Participate in the welcoming and integration of new staff, provide administrative briefing
Supervise the administrative management of the recruitment and hiring of the staff of the base
Supervise the archiving, maintenance, and security of Solidarites International personnel files
Write and follow up on the employment contracts of the employees on the base
Ensure the implementation of the EAP according to the defined procedures and follow the professional development of the staff
Centralize the training requests expressed by the teams and implement a training plan
Participate in the investigation and decision of disciplinary measures
Apply formalities for sanctions and the end or termination of contracts
Supervise the collection of data for the payroll and ensure that it is properly conducted
Calculate taxes and supervise declarations and payments to the relevant organizations
Participate in the definition and application of Solidarites International salary and social policies. Evaluate risks related to changes in salary and social policy
Ensure the implementation of the legal bodies of representation and consultation of the personnel on its base and
Participate in the management and resolution of conflicts
Organize meetings and communication with the personnel
Follow the evolution of the cost of living

Maintain the organizational chart of the base

YOUR PROFILE

Education: Finance/Admin/HR background

Experience:

At least 1 year of experience as manager or similar position for an international NGO
Previous experience with SI would be likeable

Technical skills and knowledge:

Training and capacity building skills
Coordination, and diplomatic skills
MS Office
SAGA, Boussol

Languages: English, knowledge of Ukrainian/Russian an asset

Other desirable qualities: Leadership and management / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 1 800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.
SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 700 euros allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, one additional rest day per month worked are granted.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are r efunded.
