YOUR PROFIL:

The ideal Consultant should possess the following qualifications and expertise:

The Consultant should demonstrate a profound understanding of Turkish laws, regulations, and administrative procedures related to the registration of international non-governmental organizations (INGOs) and have a track record of successfully navigating them.
Previous experience in facilitating the registration of international non-governmental organizations in Turkiye is highly desirable. The Consultant should have a proven history of working with Turkish authorities, including the Ministry of Interior, and familiarity with the specific requirements for INGOs.
The Consultant should have a strong background in advocacy and stakeholder engagement. This includes the ability to map key actors and stakeholders in the registration process, establish effective communication channels, and conduct advocacy efforts to promote a conducive environment for the registration of Solidarités International.
Excellent interpersonal skills and negotiation capabilities are essential for building and maintaining relationships with Turkish governmental agencies, local authorities, and other relevant stakeholders. The Consultant should be able to effectively represent Solidarités International’s interests in discussions and negotiations.
Proficiency in both English and Turkish languages is a prerequisite, enabling effective communication and documentation throughout the registration process.
The Consultant should possess exceptional organizational and project management skills to ensure the timely and efficient execution of all tasks related to the registration process.
The ability to address and resolve any challenges, issues, or inquiries that may arise during the registration process is crucial. The Consultant should be resourceful and proactive in finding solutions.
Upholding strict confidentiality regarding all information and documents related to the consultancy is imperative.
The Consultant should be available for full-time engagement for an initial period of 3 months, with the possibility of extension. They should demonstrate a commitment to the successful completion of the registration process.
While not mandatory, previous experience working with international non-governmental organizations in similar capacities would be advantageous.
The Consultant should be prepared to provide references or case studies from previous projects demonstrating their ability to facilitate INGO registration in Turkiye.

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

Solidarités International (SI) seeks a Consultant to facilitate and oversee the registration process of the organization in Turkiye. This registration is essential for Solidarités International to operate legally and effectively in Turkiye and fulfill its humanitarian mission.

ABOUT THE CONSULTANCY

The primary objective of this consultancy is to facilitate the successful registration of Solidarités International as an international non-governmental organization in Turkiye. The Consultant will serve as a liaison between Solidarités International and relevant Turkish authorities, including but not limited to ministries, AFAD, Turkish Red Crescent, Turkish NGOs, among others. Additionally, a key aspect of the Consultant’s role is to identify and engage with key stakeholders in the registration process through mapping and establishing ongoing meetings. Furthermore, the Consultant will actively engage in advocacy efforts on behalf of Solidarités International to facilitate the registration process.

SCOPE of WORK:

The Consultant’s responsibilities will encompass the following tasks:

Establish and maintain effective communication and relationships with Turkish governmental agencies, including the Ministry of Interior and relevant local authorities.
Coordinate and facilitate meetings, negotiations, and interactions with Turkish authorities to expedite the registration process.
Map the key actors and stakeholders involved in the registration process and establish regular meetings with them to ensure smooth progress.
Undertake advocacy efforts on behalf of SI to promote a favorable environment for the registration process.
Provide guidance and support to Solidarités International in preparing/updating and submitting all necessary documents, applications.
Monitor the progress of the registration process, ensuring timely submission of documents and adherence to procedural requirements.
Keep Solidarités International informed of any changes or updates in registration procedures, regulations, or requirements in Turkiye.
Address and resolve any challenges, issues, or inquiries that may arise during the registration process.
Clarify the main administrative requirements once Solidarités International registration request is approved.
Prepare regular progress reports and updates to Solidarités International.

DELIVERABLES:

Stakeholder Mapping Report: A report identifying and mapping key actors and stakeholders involved in the registration process, including government ministries, agencies, local authorities, and other relevant entities.

Comprehensive Registration Assessment Report: A report will entail a detailed examination and evaluation of the registration request submitted by SI. Within this report, the Consultant will identify any deficiencies, gaps, or areas where the registration request could be strengthened or enhanced. Based on the analysis of the registration request and the identified areas of improvement, the report will provide concrete recommendations and actionable steps that need to be taken to address the identified issues. These recommendations will serve as a roadmap for SI, outlining the specific actions required to enhance the quality and compliance of the registration request.
Meeting Records and Documentation: Documentation of all meetings, discussions, and interactions with Turkish authorities, including minutes of meetings, correspondence, and any official communication related to the registration process.
Advocacy Efforts Documentation: Documentation of advocacy efforts undertaken on behalf of SI, including records of communications and engagements aimed at promoting a favorable environment for the registration process.
Regular Progress Reports: Periodic progress reports summarizing the status of the registration process, including updates on completed milestones, challenges encountered, and resolutions achieved.
Clarification of Main Administrative Requirements upon Approval of Registration Request: Upon the successful approval of Solidarités International’s registration request as an international non-governmental organization in Turkiye, it becomes paramount to provide detailed clarification regarding the main administrative requirements that must be adhered to.
Final Report: A comprehensive final report summarizing the entire registration process, from the initial assessment to successful completion. This report should provide insights, recommendations, and lessons learned during the consultancy.
Knowledge Transfer and Training Materials: If applicable, the Consultant may be required to provide knowledge transfer and training materials to SI staff to ensure ongoing compliance with registration requirements.

DURATION:

The consultancy is expected to commence on 1st of December and conclude after a full-time engagement of 3 months, with the possibility of extension based on project needs and satisfactory performance. The total duration of the initial consultancy period is anticipated to be 3 months. If an extension is deemed necessary, it will be mutually discussed and agreed upon between Solidarités International and the Consultant.
