Overview of position

  • Our client deployed to Mali in January 2013 to conduct an emergency assessment of the situation with regard to explosive threats. In July 2013, the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established under Security Council resolution 2100.
  • With Security Council resolution 2690 (2023), it was decided to terminate the mandate of MINUSMA, effective 30 June 2023, after a decade of continuous activities. The Council requested MINUSMA to initiate the cessation of its operations a&transfer of its tasks on 1 July 2023, along with an orderly & safe drawdown & withdrawal of personnel, aiming to conclude the process by 31 December 2023. The liquidation of MINUSMA is set to commence on 1 January 2024.
  • In alignment with these mandates, our client was engaged to implement a mine action program in Mali. This program aims to support MINUSMA’s liquidation efforts, focusing on ammunition & explosives disposal in the context of camp clearance & explosive ordnance risk assessment for the remaining camps during MINUSMA’s liquidation from 1 January 2024 to 30 June 2024.

Role objectives

The CTG contracted Trauma Medic will be responsible for all medical requirements of the demolition team during their day to day management of the safe & efficient disposal of munitions & weapons that are awaiting destruction as part of the liquidation phase post MINUSMA withdrawal. S / he shall be responsible for his / her travel arrangements & shall liaise with the international CTG staff assigned to them as supervisor, on all security matters. S / he will report daily to the Medical Coordinator & is responsible for the provision & implementation of the following:

  • Provide on site medical 1st responder cover for all range activities (bulk demolitions & incinerations).
  • Drive the ambulance to demolition & incineration tasks.
  • The Trauma Medic shall ensure s / he has an appropriate response to any security incidents.
  • Ensure additional medical safety measures are taken & in place during demolitions & incinerations.
  • Carry out regular team medic training & utilising the available medical services to provide effective emergency training, with specific sessions on burns & catastrophic bleeds.
  • Ensure that all personnel are continually trained & fully aware of the MEDEVAC / CASEVAC procedures in place by our client in Mali within the duty station.
  • Ensure the ambulance, medical equipment & trauma bags are maintained & fit for purpose.
  • Develop & maintain medical SOPs which aim to reduce the risk & harm of incidents occurring.
  • Draft & maintain a detailed medical evacuation plan for the duration of the project.
  • Ensure that CASEVAC drills are practiced regularly.
  • Provide ongoing advice to the team on where to obtain guidance & support on how to handle stress & how to access / obtain advice.
  • Other tasks as directed by the Medical Coordinator.

Project reporting

  • This role reports to the Medical Coordinator.

Key competencies

  • Hold qualification in Advanced Trauma Life Support (ATLS) or the following equivalent qualifications ACLS, PHTLS, ITLS, TCCC, BARTS.
  • Qualified & registered paramedic from an internationally recognised training establishment.
  • Documented experience in trauma management of 5 years.
  • 1 year experience of trauma management in a high threat environment.
  • Must have worked in a high threat environment in a role as trauma medic for at least a full 6 months within the last 3 years.
  • Recent experience as a medical 1st responder for demolitions & / or incinerations (within the last 36 months in Mali).
  • Experience in delivering medical training.
  • Fluency in spoken & written English & French is a requirement, knowledge of a second UN language an advantage.
  • Proven either through native speaking or through at least 3 years working in English / French speaking environments.
  • Knowledge of the International Mine Action Standards alos called IMAS is desired.
  • Experience working independently & as part of a small multi cultural team is deisred.
  • Works collaboratively with colleagues to achieve the objectives of the organizations accountability.
