Médecins Sans Frontières (MSF), an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also of epidemics, pandemics, natural disasters or exclusion from care. MSF WACA (West and Central Africa) was created in 2019 and aims to bring about a change in the dynamics of the MSF movement. WACA is supported by a significant number of doctors and humanitarians from Médecins sans frontières d’Afrique de l’Ouest et du Centre who wish to be heard, contribute and above all proactively assume the humanitarian mission of the organization. WACA reflects an identity of humanitarians, an aspiration for MSF, a true inclusive movement of people who share the values of empathy for others. Its strength is based on the other MSF associations and its associative fiber is amplified by concrete operational objectives.

We are looking for: TRANSVERSAL PROJECT MANAGER (Spécial Digital Projets)

Department: General Directorate

Direct Manager: Director of Digital Transformation

Work %: 100%

Position base at: Abidjan

Mobility: 80% HQ; 20% Field (sub-region countries)

Type of contract: Fixed duration, renewable

Duration: ‘’Permanent position with first Fixed-Term contract up to 30th June 2023’’

Mission

As part of the effort on enhancing and improving the digital tools and platforms at WaCA, you have the pivotal role of coordinating and managing some relevant, transversal digital initiatives as part of the Digital Transformation team of WaCA and in close collaboration with General Directorate, OPS, HR, Finance, IT, Innovation, Continous Performance and other key stakeholders/departments.

Main Responsibilities and Activities

  • Coordinate the interactions between various stakeholders (Field staff and HQ Staff) to better understand pain points, gaps, opportunities, and needs related to select processes/business problems, information management, and efficiencies that can be supported through automation and digitalization of these select initiatives ;
  • Ensure proper collation of the information from interviews into business specifications and analysis in collaboration with the Digital Transformation team and stakeholders for the select initiatives ;
  • Identify gaps and opportunities for business solutions ;
  • Work closely with the Communications and Change Management officer in the Digital Transformation team for context and continuity ;
  • Communicate and collaborate with stakeholders – WaCA leadership, IT teams, sponsor teams ;
  • Determine and define project scope and objectives for digital initiatives or other special projects at WaCA ;
  • Predict resources needed to reach objectives and manage resources in an effective and efficient manner ;
  • Prepare budget based on scope of work and resource requirements ;
  • Track project costs in order to meet budget ;
  • Develop and manage a detailed project schedule and work plan ;
  • Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress ;
  • Manage contracts with vendors and suppliers by assigning tasks and communicating expected deliverables ;
  • Utilize industry best practices, techniques, and standards throughout entire project execution ;
  • Monitor progress and make adjustments as needed ;
  • Measure project performance to identify areas for improvement .

Education / Qualification :

  • University degree or equivalent in Information Management, Information Science or Computer Science, Business Management.

Competencies / Skills :

  • Bachelor’s degree in computer science, business, or a related field ;
  • 3-5 years of project management and related experience ;
  • Project Management Professional (PMP) certification preferred ;
  • Proven ability to solve problems creatively ;
  • Strong familiarity with project management software tools, methodologies, and best practices ;
  • Experience seeing projects through the full life cycle ;
  • Excellent analytical skills ;
  • Strong interpersonal skills and extremely resourceful ;
  • Proven ability to complete projects according to outlined scope, budget, and timeline
  • Experience in organizational change and transformation principals ;
  • Experience in user requirements gathering and analysis and coherent synthesis of business specifications ;
  • Relevant knowledge about data protection management ;
  • Knowledge of recent developments in the field of humanitarian relief, international public health ;
  • Experience in multidisciplinary and distributed team management for at least 3-5 year.

Experience Professional required :

  • Three to five years of relevant professional experience ;
  • Experience in an international national organization, ideally in the humanitarian and MSF sector is desirable ;
  • Experience in organization-wide digital solution full cycle – from concept to rollout is strongly preferred .

Language skills :

  • Ability to communicate clearly in writing and orally in both English and French.

Computer Skills :

Minimum

  • Mastery of Microsoft office, Excel, Word PowerPoint ;
  • Desirable and strongly preferred ;
  • Experience in the development/rollout and/or relevant awareness and knowledge of a broad range of tools and platforms for cross functional purposes – e.g. SharePoint, Jira, Microsoft Dynamics, Salesforce, SAP or similar ;
  • Experience in or familiarity with Data analytics tools – Power BI, Tableau or similar .
