Clean Air Asia

I. BACKGROUND

Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia and contribute to the development of a more sustainable, equitable and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental health impacts and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters are in Manila, Philippines, and we have offices in Beijing, China, and New Delhi, India.

An exciting opportunity has arisen for the right person to join our friendly, busy office in Ortigas, Pasig City, Metro Manila and to work for an international NGO for better air quality across Asia. We are looking for a dynamic and self-motivated individual with a strong interest in sustainable transport and skills in stakeholder relations. The role will involve working with individual staff and teams within a multi-cultural organization, as well as, with key external stakeholders.

II. JOB PURPOSE

To provide technical expertise on sustainable transport, develop and implement projects, and deliver outputs of exceptional quality primarily under the Sustainable Transport Program (including in the areas of Low Emissions Urban Development, Clean Fuels and Vehicles, Green Freight and Logistics).

III. RESPONSIBILITIES AND SCOPE OF WORK

The Transport Researcher shall implement and provide technical expertise on sustainable transport. He/she will be under the direct supervision of the Sustainable Transport Lead.

The primary duties of the Transport Researcher will include:

A. Project Implementation

  • Provide technical expertise on transport topics
  • Successfully implement projects of Clean Air Asia, i.e., ensure timely submission of quality outputs. Project implementation primarily includes research, analysis (such as emission estimation, policy and institutional analysis, scenario development, transportation impacts assessment), data management, writing of research reports, policy papers, meeting proceedings, and preparation of presentations, including supporting the team in organizing and conducting workshops, conferences and events, including, at times, logistical and administrative arrangements.
  • Carry out other tasks relevant to Clean Air Asia’s programs and activities

B. Support to Knowledge Management and Capacity Building

  • Support the team in preparing policy briefs and knowledge products on air quality and transport-related issues
  • Contribute to the capacity-building of local and national officials on various topics of sustainable transport such as mobility planning, data-gathering, and crafting of sustainable mobility plans.

C. Maintaining Partnerships among Clean Air Asia Networks

  • Maintain professional relationships with key Clean Air Asia partners and stakeholders
  • Together with Directors and Coordinator, support in the preparation of project proposals to be submitted to potential donors for funding
  • Perform any other duties as may be required

IV. ELIGIBILITY REQUIREMENTS AND CRITERIA

To apply for this role you must have the following skills and experience:

  • Minimum 3-5 years of work experience in environmental issues with relevant technical expertise related to sustainable transport. International exposure on transport-related work is an advantage.
  • A bachelor’s degree or equivalent in engineering, urban planning, or related program. An advanced degree and/or skills related to specific fields is an advantage (e.g. transportation and urban planning; transport engineering; transport economics; transportation impacts assessment; policy analysis; modeling; scenario development; and data management). A Master’s degree in related disciplines is an advantage.
  • High proficiency in Microsoft Office applications required; capability in using database applications and statistical software is an advantage.
  • Well-developed interpersonal, communication and stakeholder liaison skills with experience in networking and establishing and maintaining relationships with partners at different levels (ministry, donors, private sector, NGOs and local community-based organizations).
  • Fluent in spoken and written English; with strong written, analytical, presentation and reporting skills. Strong technical writing skills, with the ability to do research, analyze data and properly cite publications is essential. Written publications on sustainable transportation is an advantage.
  • Demonstrated attention to detail. Proven ability to meet deadlines and work on multiple projects simultaneously.
  • Ability to work independently and as part of multi-cultural and multi-disciplinary team.
  • Team player with the ability to contribute more widely to the direction of Clean Air Asia’s transport-related program.
  • Experience working in different Asian countries is an advantage.
  • Be able to travel in and outside of the Philippines.

V. DURATION, REMUNERATION and OTHER BENEFITS

The selected candidate will be appointed from March 2022 for one (1) year under a full time fixed-term contract, with possibility of extension based on satisfactory performance. The probationary period is 3 months. The base monthly remuneration is competitive but may vary subject to the candidate’s professional qualifications and work experience. In addition to government-mandated employee benefits, Clean Air Asia provides HMO medical and hospitalization insurance, 24 days paid vacation leaves, up to 10 days sick leave, and observes 13 public holidays per year. Clean Air Asia also provides opportunities for travel domestically and internationally.
