
Vital Strategies
This position is a part of the Bloomberg Philanthropies Initiative for Global Road Safety Initiative (BIGRS), which offers an exciting opportunity to work with an international team of road safety specialists, focused on contributing to the United Nations Second Decade of Action for Road Safety through enhancing knowledge and skills in contemporary best practice road safety strategies. This role would assist in creating and supporting multi-sectoral partnerships, especially within road transport agencies, to facilitate a sustained reduction in road crash deaths and injuries in Chattogram. The local knowledge of systems and organizational structures, technical expertise of road infrastructure, sustainable transport and urban planning, and ability to maintain productive relationships within the local transport environment will be a valuable contribution to the success of any planned program activities. This is a full-time position for our road safety program in Chattogram, Bangladesh.
Scope of Work
– Support/Assist the work of BIGRS spread across various government agencies such as Chattogram City Corporation, police, and national efforts as needed, as well as the work of diverse international partners, to reduce road injuries and deaths
– Coordinate multiple partners’ safer streets and safer mobility work with the city corporation, Bangladesh Road Transport Authority (BRTA), and other national level authorities
– Coordinate design and planning for safer streets and safer mobility systems across relevant agencies (e.g., urban planning, road works, higher-level lead safety agency)
– Manage high amounts of inter-agency complexity at the city corporation, national and international levels.
– Manage expectations of diverse high-level senior representatives of international partners
– Provide technical input to road design and infrastructure improvement plans, designs, and recommendations
– Analyze and produce drawings and details
– Respond to the needs of the Vital Strategies’ Focal Point for BIGRS related work
– Join calls with partners and facilitate discussions based on needs and with short notice
– Coordinate trainings, conferences, and high-level meetings with senior police leadership at both the city and national levels
– Lead international meetings between road safety experts and high-level government officials
– Manage significant ambiguity with diplomacy and professionalism
– Based on input from government agencies and Initiative partners, produce tactical plan with clear milestones for mobility or safer streets-related components of the road safety initiative
– Design and coordinate production of standard reports to be shared among all parties
– Develop systemic approach for monitoring progress toward tactical plan milestones
– Evaluate initiative progress and submit findings (including a review of monitoring data) in regular written reports to transportation officials at both BRTA and Chattogram City Corporation, Vital Strategies, and relevant agencies and initiative partners
– Provide recommendations for overcoming barriers to progress and for leveraging opportunities to rapid achievement of success
– Monitoring work plan progress with partners and government agencies.
– Develop and implement mechanisms for coordinating government’s interaction with Vital Strategies, government, and initiative partners with transportation expertise (WRI, World Bank Global Road Safety Facility, GDCI, others)
– Establish protocols for regular communication with the initiative coordinator
– Establish formal coordination processes in line with the local authorities needs/ requirements for submissions, appointments, meetings, follow ups and others
– Be embedded or visit and work closely with BRTA and the city corporation
– Other deliverables as instructed by the city/ state agencies and the initiative
Ideal Qualifications:
– 15 – 20 years of experience in the transport sector
– Master’s degree or higher in civil engineering transport or urban planning; PhD degree is a plus
– Speak/Read/Write Bengali and English
– Professional English writing ability
– Significant experience engaging police, government, media, and civil society
– Ability to work with interdisciplinary teams and technical and non-technical actors
– Prior experience working with BRTA or Chattogram City Corporation shall be an added advantage
