SPARK in Libya is looking forward to launching and providing training activities on
Entrepreneurship and Digital Skills under the Libya Start-Up (LSUP) project to young
people motivated to start their own businesses and learn about entrepreneurship will
be identified and trained in basic entrepreneurship skills — from idea to business plan;
setting up a business entity; production and marketing; advertising; etc. In addition,
the training in digital skills necessary to run a business using digital technologies.
The primary objective of executing this notion is to increase the opportunities for
youth in entrepreneurship and digital technology. This will be achieved by supporting
young people motivated to start their businesses and learn about entrepreneurship
and digital skills, by increasing facilitating opportunities for youth capacity building
entrepreneurship and digital technology through the provision of training high-quality
programs on topics such as Entrepreneurship, Sales & digital marketing, UX design
training program, and Sustainable business training programs to enhance their
knowledge, skills, and creation of new employment opportunities for them as
entrepreneurship and/or self-based skilled workers in digital technologies.
3. Scope of Work:
For this project. SPARK expects the below points to be delivered accordingly:
1. Develop strong methodologies & approaches for implementing the training
programs.
2. Develop the training work plan and schedule training programs.
3. Launch training programs registration process for trainees and promote the
training according to SPARK’s policies and coordination with SPARK’s team.
4. Accept, filter, interview, and select eligible applicants for the training per LSUP
project criteria and the supervision of SPARK’s project team.
5. Assess trainees’ progress (pre/post tests) track their attendance and submit
results within reports.
6. Provide qualified trainers with 3-5 years of experience in the subject matter
and a proven record of previous training design and delivery.
7. Provide a well-equipped training venue for the training sessions
(whiteboard/flipchart, projector/screen, internet access, backup power
generator. Stationery, learner material, and computers/laptops per trainee).

8. Provide 2 coffee breaks and refreshments in each training session with
sufficient quantities for each trainee (Coffee, tea, juice, water, and, 2 options
of pastry sweets and savories).
9. Issue certificates for trainees upon training completion according to SPARK
and donor policies in coordination with SPARK’s communication team.
10. Submit training closeout reports (attendance, pre/post-tests, visibility;
photography and videography, photo-consents).
11. Conduct a trainee feedback survey (assessing: training/trainer/venue) for
each training group and submit the results to SPARK’s team.
12. Conduct offline and online outreach campaign promotion that targets
potential beneficiaries in coordination with the SPARK communication team.
13. Promote training activities on Social Media in coordination with SPARK’s
communication team.
14. Print visibility material (4 roll-ups, tote bag, A5 notebooks, tote bag, USB flash,
and pens for each trainee) according to SPARK & donor visibility guidelines’
and coordinate with SPARK’s communication team.
15. Attend weekly follow-up meetings with SPARK.
16. Design & deliver a comprehensive training curriculum on the following topics:
a) Entrepreneurship.
b) Digital skills for the workplace (e.g. original content creation, e-commerce,
network and information security, UX/UI design, digital marketing, social
media marketing, and data analytics).
c) Sales and Digital Marketing.

d) Sustainable business & agriculture (green business, how to run an enterprise
that has a minimal negative impact or potentially a positive effect on the
global or local environment, community, society, or economy—a business
that strives to meet the triple bottom line).
3.1. Expected Results:
For this project, SPARK seeks the below points to be achieved accordingly:
i. Upfront: detailed training programs and facilitating methods of trainer/s or
Consultant.
ii. Upfront: Training material outline for the 4 training topics mentioned
above.
iii. Upfront: Tentative implementation schedule.
iv. During: Pre and post-test to measure the capacity of the participants.

3.2. Training guidelines:
1. Training hours: 40 hours per training topic divided into manageable sessions on
2-4 weeks.
2. Approach: the training programs must have applied skills training (case study,
mock projects, group activity, etc.).
3. Groups: the training groups shall be divided into groups of 15 persons at max
and subjective to training topic and venue capacity (10 persons for training
with practical application).
4. Language: the training session will be delivered in Arabic with English
vocabulary when necessary.
5. Assessment: conducting pre/post tests for each trainee during each training
group.
6. Attendance: the trainee must attend 70% at least of the total training program
hours to complete the training and count against the project target.
4. Deliverables:
For this project. SPARK seeks the below points to be achieved accordingly:
i. Training curriculum and plan.
ii. Training supporting documents: attendance sheets, visibility; photoghropy
and videography, pre/post-test results, and signed trainee photo consents.
iii. Monthly reports: activities performed, participants, difficulties encountered.
iv. Quarterly reports: training summarizing the training activities per quarter.
v. Final Narrative Report: upon reaching the target and commencement of
activities.
vi. Target: trained 200 selected young individuals per criteria (100 in Benghazi,
100 in Al-Bayda).

5. Target Group Criteria:
The selection criteria for trainees to benefit from the training programs is; young
individuals aged 18-35 from unemployed to students & graduates who are interested
in entrepreneurship and motivated to start their own business and learn new
concepts, as acquiring new skills to skill up and have better opportunities.
Note: each trainee is only allowed to attend one training topic (1 of the 4 training
lots), so no need for the trainee to attend all 4 training lots to count against the 200
target.
6. Data availability:
i. List of all interested beneficiaries that apply for the project.
ii. a. Filtered list of selected trainees.
iii. Activity records and attendance sheets.
iv. Pre/ post-tests, and training evaluation forms.
v. Explicit narrative reports for the activities.
vi. Detailed training timetables.
vii. Communication & visibility material (produced media from photos,
videos, and designs of printable).
viii. Beneficiaries’ photo consents.
ix. Trainees certificates.

completion of previously undertaken work within the last 3 years
● Three references from previous work projects including contact information (organizational contact
information).
