Training on MEAL system development & DATA MANAGEMENT, Analysis and Report writing

Introduction:

Islamic Relief Somalia is an International Humanitarian Organization working in Somalia since 2006, providing urgently needed humanitarian assistance to communities affected by conflict, natural disasters, and climate shocks in the country. IR Somalia’s humanitarian emergency and development projects are carried out in the South-Central, Somaliland and Puntland regions. The humanitarian operations are needs based, delivered according to core humanitarian standards, and well-coordinated with the Somalia cluster structures, and are aligned with the Somalia Humanitarian Response Plans (HRPs). IRS interventions in Somalia are focused on the following sectors: (i) Food security and Livelihood; (ii) Water Sanitation and Hygiene (WASH); (iii) Primary Health Care Services and nutrition, (iv) CCCM/NFI/ Shelter, (v) Emergency Responses and Disaster Risk Reduction.
In ensuring that programmes is designed and implemented through a robust MEAL system and in a well captures data system and management, there is a need for improved and strengthened MEAL system for IR Somalia. This will enable a well-designed project with proper targeting, effective monitoring mechanism for project observation, data capture and proper archiving including analysis and report development. With such a system in place, it will be easy for the manager to extract data from system and use for decision making. To ensure this proposed plan is implemented, IR Somalia is looking for an expert consultant who will train and build capacity of the Somalia team to be expert in MEAL, through an illustrated practical hands-on training that encompasses real project data reviews and plans. It’s viewed that through this training, (i) the participants will enhance their capacities and professional capabilities to conduct and research including supervision, management, planning, implementation, monitoring, and evaluation of development and emergency projects; (ii) IR will have an established data management system that will archive and store all IR related project information; (iii) IR will be able to digitalize data collection, storage, management and decision making for program growth and fundraising.

Interested consultant or firm should consider submitting a detailed understanding of this TOR, methodology to be used, detailed work plan and budget breakdown. The proposal should articulate various ways and approaches upon which the training and system development will be delivered. The training timeline should be 15days (inclusive system development, data monitoring support system and field level practical monitoring of project in selected Puntland areas).

Objective of engaging the consultant:
This comprehensive 15-days Project Monitoring and Evaluation (M&E) course provides an in depth understanding of the principles and practices of results-based monitoring and evaluation throughout the entire project life cycle. Participants will gain the skills needed to establish and execute results-based M&E systems, including proficient M&E system and data management, analysis, and reporting. The course integrates the latest M&E methodologies, encompassing results-oriented and participatory approaches. Similarly, its designed to cultivate expertise in project monitoring and evaluation, the course encompasses crucial M&E components, illustrated through practical project scenarios. The consultant will work closely with our Ebms system experts to ensure that all processes and plans are developed and delivered both online, digital platform and field level process.
Specific Objectives of the Consultant:
The training shall focus on wider MEAL framework and system development, data management in particular but on overall program cycle management in general.
The consultant should provide in detail various sub-topics (part of training plans) under the above theme and how each will be executed. The consultant should also explain in his/her application how through an integrated use of the mobile/web system, practical class sessions and field level visits and interaction with the community members from a selected project that IR is implementing, he /she can deliver each and every topic.

Training participants.
Teams that consist of Managers, senior officers, MEAL team, and coordinators shall be key participants of this training, and therefore considered high level project and program decision makers. The consultant is expected to design and deliver the training that suits these senior groups in the organization.

Financial resources
Islamic Relief request the potential and interested consultant/firm to submit a detailed financial proposal. Islamic Relief will facilitate internal logistical movements and security during the course of the assignment. The consultant should submit itemized quotation in the financial application.

c) Detailed and clear interpretation and analysis of the ToR (how the firm will undergo in executing the task)

e) Detailed budget and breakdown of what cost covers (IR will cover in-country logistical arrangements, organize for training venues and other facilitation required)
