Background

Interpeace has been active in the Great Lakes since 2013, and has gradually expanded its engagement in the region, setting up country programmes in Rwanda, Burundi, and DRC and one regional programme. Interpeace’s current programming in the region aims to increase Youth’s influence and leadership in the Great Lakes region (Rwanda, South Kivu, North Kivu, Burundi and Uganda) in national and regional peace processes. It aims to provide young men and women, aged between 18 and 30 years old, with knowledge and competencies that will allow them to play an effective role in governance, peace consolidation, and development processes at the local, national, and regional levels. It provides them with support in designing and implementing peace-oriented actions that generate/strengthen a shared sense of regional citizenship and gives them access to a cross-border network that allows them to access decision-makers to share their ideas. The programme also uses awareness raising, intercultural and intergenerational dialogue, and advocacy to challenge cultural, ageist and gender norms that limit the ability of young men and women to engage effectively in civic, political and peace processes in the Great Lakes region.

The Great Lakes programme is implemented by Interpeace and its local partners Pole Institute, Never Again Rwanda (NAR), the Centre of Alert and Prevention of Conflicts (CENAP), Action for Peace and Concord (APC), Refugee Law Project (RLP), and Vision jeunesse nouvelle (VJN). It is financed by the European Union and the Swiss development cooperation (SDC) respectively, through the projects “Youth Innovation Lab for peace (YouthLab)” (30 months) and “Cross-border dialogue for peace in the Great Lakes region: phase III” (5 years).

Service or Assignment Description and Objective(s)

Interpeace is looking for a consultant to coordinate, contribute to and advise on the development two training curriculums, one for 30 Young Innovators and one for 120 Peace Fellows.

1. Young Innovators (YIs) are young men and women (18-30 years old) selected for their experience and commitment to initiating constructive peacebuilding activities in their communities and in the region. They will be tasked with the development of innovatively designed pilot initiatives in which they will directly engage communities, including Youth, to promote regional integration, social cohesion and a culture of tolerance and peace throughout the region. One initiative will be scaled up and implemented jointly be the group of 30 Peace Fellows at regional level, with the financial support of the programme.

The YIs training curriculum should be designed to support YIs throughout this process. It should use experiential learning, innovative and practical approaches to strengthen both technical and soft skills. It will be tailored to YIs needs and objectives based on consultations and may include the following: critical thinking; conflict sensitive communication; facilitating a sensitive dialogue; advocacy; do no harm; leadership; gender; project design and development; budgeting; project management; use of audio-visual.

2. Peace Fellows (PFs) are young men and women (18-30 years old) from different fields/backgrounds who are affiliated to various existing platforms including government and regional agencies/bodies, youth groups, youth organizations, associations, clubs, cooperatives, saving circles, university guild associations, youth councils, farmers’ associations, youth in technology, youth wings of political parties through national inter-party dialogue platforms, youth in private sector, artists, traders, musicians etc. The programme will aim to strengthen the knowledge and skills required to level up Peace Fellows’ existing initiatives for peace and social cohesion. Financial support will be granted to some of these innovative peace initiatives, with a preference for projects that have a regional dimension and/or integrate an income-generating component.

The PFs training curriculum will be tailored to PFs’ needs and objectives through consultations. It may include advocacy, conflict analysis, mediation, dialogue facilitation, community engagement, introduction to trauma-healing approaches.

Each training curriculum should comprise a comprehensive set of learning objectives, content, materials, and methods for evaluating participants’ attainment of the training goals. Interpeace and its partners already have expertise on diverse training topics, including communications, peacebuilding, dialogue and debate, audio visual, proposal development, project planning, operational and administrative capacities. They have developed a wide array of training modules and tools which they will make readily available for this programme.

The consultant will be tasked with harnessing and channelling the existing knowledge and skills to develop comprehensive training curriculums tailored to YIs’ and PFs’ needs, as well as ensure quality delivery. He/she will be expected to coordinate the joint design of training curriculums outlines and objectives, as well as the review of existing materials and development of new materials as needed. He/she will also advise partner organisations and train facilitators on pedagogical aspects, including the integration of practical, innovative experiential learning approaches. Where partners do not have the required expertise, the consultant will either take the lead in developing and delivering the modules, or sub-contract other expert trainers as needed.

Scope of work

The assignment is structured into seven main steps:

1) Review of existing materials: reviewing the relevant project documents; results of the Youth consultations, as well as existing training modules.

2) Draft curriculums outlines and objectives: drafting curriculums outlines and objectives.

3) Curriculums’ review and division of tasks: in a workshop with partners, review and validate the outlines and objectives. Divide tasks based on partners’ areas of expertise and identify areas where additional expertise is needed.

4) Content and tools development: oversee training contents and tools development and advise partners on pedagogical aspects. At the same time, develop contents and tools where partners do not have expertise (consultant and/or sub-contractors).

5) Review and harmonization of contents and tools: this step could be achieved through an in-person workshop and/or through a series of online work sessions.

6) Finalization of the training curriculums: including formatting.

7) Training facilitators on contents delivery and pedagogical aspects.

If the consultant has relevant expertise, he/she could also be contracted as trainer for some of the training sessions organized by the programme.

Qualifications

  • Extensive experience developing training curriculums on relevant topics (see above)
  • Expertise in pedagogy and experiential learning approaches
  • Experience facilitating training of trainers in pedagogy and experiential learning
  • Ability to lead and coordinate a team of several partner staff and external experts to develop cohesive curriculums
  • Ability to analyse and present information in a clear manner
  • Good knowledge of peacebuilding, political and conflict realities in the DRC, Burundi, Rwanda and Uganda
  • Experience with YPS programming
  • Proven record of delivering professional outputs (with at least 2 verifiable references)
  • Excellent French and English speaking and writing skills.
  • An ability to deliver on tight deadlines
  • At least a bachelor’s degree in pedagogy, social sciences, peacebuilding, or other related areas.
