1.Who is the Danish Refugee Council?

Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.

DRC has been present in Ukraine since the late 1990s with a continuous presence since 2014. Since the escalation of the conflict in 2022, DRC is undergoing a considerable scale-up, opening offices in Lviv, Kyiv, Chernihiv, Sumy, Dnipro, Kharkiv, and Mykolaiv. In Ukraine, DRC currently implements Shelter, Protection (including Legal Assistance), Non-Food Items, Cash, Economic Recovery, as well as HDP sectors of work. DRC is the only organisation in Ukraine that implements four pillars of MA – clearance (including Non-Technical Survey), Explosive Ordnance Risk Education (EORE), Victim Assistance, Advocacy, as well as the cross-cutting activity of capacity building of national MA duty-bearers.

2. Purpose of the consultancy

The Danish Refugee Council based in Ukraine seeks proposals from a consultant to provide and teach a training course on the full use and applicability of the Countermeasure Systems Rocket Wrench and the Canadian Technology Systems Lance De-Armer EOD Tools and ammunition.

3. Background

As part of the capacity building measures undertaken by DRC to the National Mine Action Authorities, DRC donates equipment on behalf the international donor community to assist in the national effort to reduce the risk posed by Explosive Ordnance (EO) contamination. Part of the capacity building effort is also ensuring the receiving agencies are fully trained in the safe operation and applicability of the equipment provided.

4. Objective of the training

The purpose of this service is to provide the Subject Matter Expertise (SME) to deliver a training course to State Emergency Service (SES) Explosive Ordnance Disposal (EOD) Operators in the safe operation of the Countermeasure Systems Rocket Wrench and the Canadian Technology Systems Lance De-Armer EOD Tools and ammunition. Furthermore the consultant will ensure DRC can exercise its Duty of Care to SES by ensuring the background applicability uses of the aforementioned equipment are also taught to the required International Mine Action Standards (IMAS).

The instructor will be required to:

  • Conduct the preparation and receive approval of the Training Management Plan (TMP)
  • Conduct a 2 x 6 day course of instruction on the subject matter in April 2024
  • Conduct a post-course debriefing session including final report with the Operations Manager and Deputy Operations Manager
  • Travel to and from Merefa, Kharkiv Oblast, Ukraine

5. Deliverables

The Consultant will submit the following deliverables as mentioned below:

  • Before starting the training, instructor will be required to prepare a detailed methodology and Training Management Plan (TMP) indicating how the objectives of the project will be achieved, and the support required from DRC.
  • 1 X TMP – 1 X SOFT COPY AND 2 X HARD COPIES CONTENT TO INCLUDE:
  • Air Delivered Bombs and Weapons contextual information including fuse type and operation, types of bombs and air delivered ordnance particular to the Ukraine region
  • Air Delivered Bombs and Weapons contextual information including fuse type and operation, types of bombs and air delivered ordnance generic worldwide
  • Safe and effective operation of the associated equipment
  • Equipment components, assembly, and disassembly
  • Basic and advanced operational techniques
  • Routine maintenance procedures
  • Diagnosis and resolution of common faults and performance failures
  • 1 X POST TRAINING REPORT, 1 X SOFT COPY AND 2 X HARD COPIES

The Consultant will provide the documentationby email initially and hard copy (training certificates) when in country.

6. Duration, timeline, and payment

The total expected duration to complete the assignment will be no more than 30 calendar days.

The consultant shall be prepared to complete the assignment no later than 30 April 2024

Payment shall be a fixed price deliverable based on the 30 day expected timeframe.

  1. Eligibility, qualification, and experience required

Essential:

  • IMAS EOD Operator Level 3+ (With Air Delivered Weapons Certification)
  • 5 Years Experience in an operational role
  • Previous experience in a training management role within the previous 12 months
  • Experience in instructing the Rocket Wrench and De-Armer EOD Tools
  • The consultant shall be prepared to complete the assignment no later than 30 April 2024

Desirable:

  • Previous instructor experience within Ukraine
  • Eligibility:
  • The consultant must have the authorisation to work in Ukraine without the need for visa support.
  • The consultant must be available for the full duration of the contracted period with no substitutions.
  • The consultant must be medically fit to deploy to a conflict region and stand for long periods when working
  • The consultant must accept that Ukraine is engaged in a war and the place of performance infrequently comes under missile attack. At such times air raid shelters will be used for protection.
  • Qualification:
  • IMAS EOD Operator Level 3+ (Air Delivered Weapons)
  • Experience:
  • 5 Years Experience in an operational role
  • Previous experience in a training management role within the previous 12 months
  • Experience in instructing the Rocket Wrench and De-Armer EOD Tools
  • Previous instructor experience within Ukraine
  • Skills and knowledge:
  • Previous experience in writing TMP for EOD courses
  • Pervious experience of writing EOD SOPs
  • Previous experience of instructing Air delivered weapons and associated EOD Tools courses
  • Language requirements:
  • Written and spoken fluency in English
  • Working knowledge of Ukrainian is an advantage

9.Technical supervision

The selected consultant will work under the supervision of:

10. Location and support

SESU Training Centre, Vatutine, Kharkiv Oblast, Ukraine.

The Consultant will provide her/his own computer and mobile telephone. A SIM card shall be provided by DRC to ensure connectivity and safety communications while the consultant remains in Ukraine.

DRC HDP Ukraine will provide the training equipment and classroom resources to support the training plan. All liaison with the SES training centre will be conducted through DRC HDP Ukraine, including live targets as required by the training plan.

11. Travel

Due to the nature of traveling to, from and within Ukraine, all travel will be administered within DRC Ukraine.

Subject to the safety situation, and subject to DRC Ukraine’s Duty of Care, the Consultant will be accommodated either within an approved hotel, or within a DRC guest house as required. DRC will cover all expenses related to accommodation, transportation, flight tickets etc.

In accordance with DRC Ukraine policies, the consultant will be responsible for all other living expenses and shall not be entitled to per diem expenses.
