Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the new country’s governance framework of DRRM, IOM has been working closely with DHSUD and DSWD to support the transition whilst strengthening their capacity to implement their mandates relevant to disaster preparedness, response, and recovery. With the funding support from USAID – Bureau of Humanitarian Assistance (BHA), key progress has been made including:

a) The development of comprehensive Action Plan on the transition of post-disaster Shelter Program,

b) The development of Post-Disaster Shelter Recovery Policy Framework (PDSF) which provides systematic and comprehensive approaches and guides the government agencies and key shelter agencies on managing, including planning, financing, and implementing shelter assistance and recovery programs,

c) The development of key shelter programs in line with PDSF such as the Integrated Disaster Shelter Assistance Program (IDSAP) – previously mandated to DSWD as the Emergency Shelter Assistance Program – and the Rental Subsidy Program,

d) The development of the National CCCM Operational Guideline and Training Program which has been cascaded to local DSWD and Local Government Unit (LGU) officials,

e) The provision of enhanced data and information management system to DSWD and DHSUD to strengthen their beneficiaries’ profiling and to support the transition of mandates on shelter damage reporting in events of disasters, and

f) The improved coordination and operational capacity of DHSUD and DSWD to respond to disasters as the result of complementary, technical support from IOM at the onset of disasters.

Critical challenges and gaps remain that require support particularly in the following areas, which have been identified through recent with DHSUD and DSWD:

1. Operationalization of national-led key Shelter and CCCM programs at the local level.

2. Data and information management system to support the beneficiaries’ profiling for shelter programs and transition of shelter damage reporting responsibility from DSWD to DHSUD.

3. Quality and timely operational support in events of disasters to strengthen the coordination and response capacity and the leadership of DHSUD as the lead Shelter agency and DSWD as the lead emergency response agency.

The project envisages for DHSUD National and Regional Offices to have access to contextualized and inclusive training materials and tools that can be actively used to build the capacity of local LGU counterparts on operationalizing the key national-led shelter programs. The primary deliverables under this output include Standard Operating Procedures (SOPs) and Guidance Notes on IDSAP and Rental Subsidy Program for DHSUD, which outline detailed steps and guidance on activating the programs, identification and verification of beneficiaries, notification and orientation to the beneficiaries, delivery of assistance, and other institutional arrangements.

Nature of Consultancy: Advisory services and the development of the Department of Human Settlements and Urban Development (DHSUD) and Department of Social Welfare and Development (DSWD) Training Package on Protection Mainstreaming for CCCM and Shelter

IOM Project to which the Consultancy is contributing: Capacity-building Support to the Government of Philippines for Improved Emergency Preparedness and Response (EP.0046) – Emergency Preparedness and Response Unit.

Tasks to be performed under this contract:

Consultant Category A

a) Conduct consultations, discussions, and interviews for the development of DSWD and DHSUD’s CCCM and Shelter Protection Training package– Conducted on or before January 2024

b) Develop a Training Package including but not limited to Protection in CCCM and Shelter, Gender based Violence in Emergencies, Referral Pathways, Prevention of Sexual Exploitation and Abuse, Accountability to Affected Populations – Conducted on or before February 2024

c) Conduct a Training of Trainers on the Training Package for the National and Regional Offices of DHSUD and DSWD – (March – April 2024)

Performance indicators for evaluation results

  • Quality and timeliness of the expected deliverables (value of services rendered in relation to their cost).
  • Active facilitation of development of tools
  • Efficient coordination with the project team and all necessary stakeholders (i.e. DHSUD, DSWD)
  • Strict adherence to ethical standards, including confidentiality and data protection.
  • Draft/Signed memorandum on the utilization of the Manual of Procedures

Required Qualifications and Experience

  • Master’s degree in Social Work, Community Development, or Social Sciences
  • Minimum of eight years’ experience in humanitarian coordination and community engagement activities; Shelter and CCCM, trainings/programming; protection mainstreaming
  • Comprehensive knowledge of the Government’s Camp Coordination and Camp Management, Shelter Disaster Response, Recovery, and Rehabilitation Programs
  • Knowledge of the SPHERE Standards

Languages

For this position, fluency in English and Filipino is required.

Note

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production. Applications received later or that do not specify the name of the call will not be considered.
