Geneva Call is a neutral, impartial and independent international humanitarian organization, endeavours to strengthen the respect of international humanitarian norms and principles by armed actors, in order to improve the protection of civilians. Appel de Genève/Geneva Call is a private, not-for-profit, humanitarian organization foundation under Swiss law, founded in 2000.

 

Geneva Call is implementing a programme to improve the protection of civilians in Iraq through engagement with armed actors and raising the awareness of Iraqi civil society on international humanitarian norms.

 

Mission:

The mission of the Trainer and Policy Officer is to represent and support Geneva call with the coordinating with the stakeholders in Kirkuk, including tribal leaders, community leaders, religious leaders and school Directors.

 

Role:

As Trainer and Policy Officer the responsibilities will include researching and analysing data. Which will advise on various issues, carry out developmental work and liaise with internal and external contacts.

 

Key Responsibilities

                                                     

The Trainer and Policy Officer will be based in Kirkuk  and work 50% time to perform following tasks:

 

  • Coordinating, mananging and implementing Geneva Call’s project on engaging armed actors and other stakeholders on protection of civilians within the framework of International Humanitarian Law in Kirkuk.

 

The Trainer and Policy Officer reports to the Programme Coordinator.

Main Tasks:

 

Programme Management & Coordination

 

  • Assist coordinating with the stakeholders in Kirkuk, including tribal leaders, community leaders, religious leaders and school  Directors;
  • Initiate contact and establish relations with Adminstrative Units in Kirkuk;
  • Establish and maintain relations with some ANSAs and groups Geneva Call has been working with/plans to engage in Kirkuk;
  • Regularly update mapping of the armed actors in Kirkuk;
  • Maintain contacts with local CSOs and other stakeholders in Kirkuk;
  • Supervise and follow up the implementation of Geneva Call community based protection projects in Kirkuk;
  • Measure and report the impact of Geneva Call projects through monitring the behavior and attitude of groups engaged;
  • Prepare monitrong reports on cases considered violations of IHL and IHRL;
  • Coordinate and arrange meetngs, training sessions, and other logistis for workshops, forums and trainings;
  • Conduct post activities follow up with relevan ANSAs and organizations to guage the impacts and other needs;

 

 

Human Resource Management

  • Help select proper staff members from Geneva Call implementing partner in Kirkuk for the implementaiton of CBP;
  • Help identify gaps in management of Geneva Call projects and provide insigths into improving it;
  • Obtain all required permissions from concerend parties to ensure smooth flow of Geneva Call operations in Kirkuk;

 

Planning, Monitoring & Reporting

  • Contribute to developing project work plan (activities) in consultation with the Project Coordinator, Finance Team, and partners according to Geneva Call’s operational and MEAL procedures;
  • Prepare regular monitoring reports on the complaince/violations of stakeholders to the norms and standards shared with them in trainings and awareness sessions;
  • Inform the Head of Mission through the Project Coordinator of changes political and security dynamics bring about for the strategy to be adapted accordingly;
  • Contribute to developing post-trainig reports in coodination with the proejct coordinator;

 

Security & Communication

  • Monitor the security situation in the area and conduct risk assessmentsm specifically prior to scheduled visits to the project implementation areas;
  • Facilitate the movement of Geneva Call visiting teams to Kirkuk with respective security forces;
  • Communicate with the security appartus in Kirkuk for updates and probable hazards of travelling to areas which can be risky;
  • Suggest mitigation measures in the event of unexpected incidents;
  • Ensure that all project information and data are saved and communicated to the respective staff in the organization;

 

 

 

 

Other Duties

  • Attend and represent Geneva Call as required at conferences, seminars and other foras of interest to the organisation;
  • Perform any other tasks as assigned by the line manager;

 Qualifications:

REQUIRED QUALIFICATIONS

 

 

Education:

  • Advanced degree in international relations or International Humanitarian Law and Human Rights Law or political science or Social Sciences or any relevant domain.

 

 

Experience:

  • Minimum 3 years relevant work experience in a humanitarian/human rights organization working in conflict areas.

 

Technical skills:

  • Knowledge of International Humanitarian Law and/or Human Rights Standards.
  • Excellent interpersonal, communication and presentation skills.
  • Ability to work under pressure.
  • Willingness to work independently.
  • Excellent command of Kurdish, Arabic and English.
  • Analytical and critical thinking capacity.
  • Demonstate computer literacy, including MS packages.
  • Flexible and adaptable to changes.

 

Languages:

  • Excellent written and oral skills in Kurdish, Arabic and English.

CONDITIONS

 

  • Part time position, 50 %
  • The position is based in Kirkuk, Iraq, with regular travel within the country.
  • Starting date: As soon as possible.
