CONSULTANCY: Trainer on Durable Solutions for Civil Society Organizations in Somali Region of Ethiopia

Overview and purpose of the consultancy

DRC/ReDSS works to advance durable solutions processes for displacement affected communities in Ethiopia. It is is believed that in order for solutions to be sustainable and achievable, they must be locally initiated and owned by putting displacement affected communities at the heart of the process. Hence, it has supported both local actors and displacement affected communities through trainings and consultations at regional and woreda levels.

The durable solutions analysis study commissioned by ReDSS has shown the importance of civil society organizations in pushing the durable solutions agenda forward. Moreover, different resolutions and guidelines, including the UN Action Agenda, and researches and reports also recommended strong participation of civil societies in finding solutions to internal displacement. Capacity of the civil society is key in designing and implementing humanitarian and development programs. As part of this thinking, ReDSS wants to engage with local CSOs in promoting durable solutions in the Somali region.

Understanding the need to engage local CSOs for better localization and ownership of solutions agenda, DRC/ReDSS will train selected local CSO staff in Somali region on project design and management. The time line for this consultancy work is from 20 Oct 2022 – 15 Dec 2022

Consultancy objectives

The Regional Durable Solutions Secretariat (ReDSS) seeks to commission a consultant(s) to:

  1. Assessment of the state of sub-national civil societies in Somali region;
  2. Develop a training module on project management; this must be contextualized to include project cycle management with case studies from durable solutions related projects;
  3. Provide a training session and facilitate a consultation with local civil society organizations

Expected deliverables

  • Inception report (ppt presentations)
  • Assessment report (15 pages maximum excluding references and annex)
  • Training module on project cycle management;
  • One training and one consultative meeting on project cycle management
  • A performance reports.

REQUIRED QUALIFICATION AND EXPERIENCE

· Advanced University degree in social studies, political science, international relations or relevant field of study

  • Minimum 5 years’ proven experience in conducting similar assignments
  • Demonstrable experience related to project management trainings
  • Experience related to forced displacement and durable solutions, with research and programming experience an added advantage
  • Strong knowledge of the Somali region and the socio-economic and political dynamics affecting it; more broadly on displacement trends and linkages with the wider Horn of Africa region
  • Proven ability to facilitate multi-stakeholder discussions on complex and sensitive issues to promote a common approach
  • Fluency in written and spoken English and Somali region,
