About WE-Care

The Women’s Economic Empowerment and Care (WE-Care) program is an Oxfam flagship programme that seeks to address the unpaid care and domestic work (UCDW) gender gap as a key factor in achieving gender equality and economic development. Now in its fifth phase, phase 5.1 of WE-Care (2023-2024) spans four countries in East and Southern Africa, namely Ethiopia, Kenya, Uganda, and Zimbabwe and two additional components, a regional (Pan African) and a Global one.

WE-Care phase V responds to the following transformative change areas:

  • Strengthened capacity and skills of local, national and regional social movements that are actively and collaboratively advocating for their individual and collective rights for a more equitable care infrastructure.
  • Increased voice, agency and economic empowerment of women and girls that are better able to advocate for their individual and collective rights for a more equitable and collective care economy.
  • Strengthened capacities, explicit commitments, higher investments, and stronger policy frameworks by local and national governments and key private sector actors in relation to unpaid and underpaid work.

Other cross-cutting outcomes are:

  • Shifting public narratives and social norms change
  • Global and regional campaigning and influencing

Purpose and Coverage

With an ambitious plan for phase V, WE-Care seeks to strengthen resilience, effectiveness, and sustainable systems within the program by addressing challenges, fostering development, and assuring long term success of team efforts. In line with this, the WE-Care Program Management Unit (PMU) carried out a capacity needs assessment and identified capacity needs in the following areas:

  • Advocacy and Influencing
  • Communication and Digital Rights
  • Program Management and
  • Financial Management

The PMU is therefore seeking the services of qualified trainers to conduct online capacity development trainings in each of the above areas.

The participants at the trainings will be WE-Care partners, country teams and the PMU located across different locations across the globe with time zones; we expect approximately 30 participants in each session.

Methodology and Scope of Work

The proposed methods for organizing the trainings will be identified under close collaboration with the WE-Care Capacity Needs Steering Committee. The trainer will implement the following:

  • Create the methodology and training schedule, based on the results of assessment conducted.
  • Conducting half-day trainings for a duration of between 3-5 days
  • Select the training dates in coordination with the WE-Care Capacity Needs Steering Committee
  • Conduct the training using interactive engagement and teaching methods.
  • Conduct a pre and post evaluation for the training.
  • Report on the training
  • Develop a user-friendly guide outlining key elements of the training.

The trainer will be engaged to conduct a 3–5-day training, lapsing for half a day each day, for their identified area of expertise.

Trainer/ Facilitator Deliverables

The following are the expected deliverables of the consultancy:

  • Work plan for developing the training, including strategy, proposed methodologies, and quality assurance plan.
  • Evaluation of the trainer’s work based on evaluations received from the participants.
  • Successful facilitation of the training
  • Technical advice and support to participants during the training
  • Final report on the implementation of tasks after the training
  • User friendly guide with key elements of the training that the participants can use as a point of reference.

Duration

The trainings are anticipated to run through January to March 2024. Each training must be completed within five working days, expected timelines are between 3-5 days.

After signing the contract, the trainer will be expected to provide the WE-Care Capacity Needs Steering Committee with a plan for implementing the training that must articulate the overall requirements of the ToR including proposed methodology, work plan with clear timelines, and division of labour, within 3 working days.

Consultancy Competences, Experience and Skill Requirements:

  • Minimum master’s degree in social science or other relevant fields related to the selected area of capacity development
  • Extensive experience (at least 5 years) experience in completing trainings/workshops for organizations
  • Extensive knowledge of the care economy in Africa
  • Extensive experience on building capacities
  • Demonstrated high level of professionalism and an ability to work independently and adhere to set deadlines
  • Excellent inter-personal communication skills including experience of facilitation of trainings/workshops and presentation
  • Proven and demonstrated broad knowledge of and ability to utilize principles, methods, techniques, and systems of project management
  • Excellent communication and written skills in English

Deadline and Submission of Expression of interest

The WE-Care team invites interested teams to submit the following documents by COB 1730hrs, 29th December 2023:

  • Expression of interest (EoI) outlining how the trainers/facilitators meets the selection criteria and their understanding of the ToR.
  • A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames.
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted.
  • An example of similar pieces of work completed recently.
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • Itemized financial proposal.
