What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Resource Mobilization Division (REM) manages the institutional relationship between ICRC and its various donors. A new strategy for ICRC Resource Mobilization 2020-2030 has been validated in early 2021. It aims to guide fundraising efforts at the ICRC by establishing five strategic orientations that seek to address challenges identified today and prepare fundraising at the ICRC to be fit for purpose in the future.

Within REM, the Policy Unit (REM_POL) plays a key role in helping the institution make informed decisions. The Unit provides advice to those concerned in-house, with priority to REM leadership, technical experts and Relationship/country managers on transversal issues affecting funding and fundraising trends. It also contributes to shaping institutional policies on humanitarian reforms and positioning ICRC in global multilateral processes related to humanitarian financing.

Under the supervision of the Senior policy adviser, the associate plays an important role in ensuring that the division is well aware of developments and trends on humanitarian financing. S/He supports efforts to document and increase awareness of donors’ positions on key policy issues. The associate also contributes to ensuring that analysis of global funding policies inform resource mobilization efforts and are integrated in the division’s transformational phase in support of its new Resource Mobilization Strategy.

Relationships

Internally, interacts with all relationship managers and experts within REM division as well as other relevant divisions and thematic experts at HQ.

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

Accountabilities & Functional Responsibilities

  • Monitor publications in open sources on humanitarian financing and provide summaries of key findings for internal consumption.
  • Attend relevant virtual events (workshops, panel discussions, donor events) and drafts main takeaways.
  • Conduct research on key thematic issues.
  • Supports the team in identifying developments and policy trends in the broader sector.
  • Help prepare talking points, reports, briefings and presentations.
  • Support in developing a repository on donors’ positions in multilateral funding policy for and contributes accordingly to the 4D project.
  • Provide efficient administrative and technical assistance.
  • Assist with events organization (face-to-face and virtual).
  • Help with event logistics as required.
  • Assist on other tasks as needed.

Certifications / Education required

  • Bachelor’s degree in International Relations, Social Sciences, Law, Literature or equivalent education.
  • Acquired knowledge of global policy issues relevant to humanitarian, development and/or peace work is desirable.
  • Previous internship or work experience with UN agencies, NGOs or RC/RC Movement is required.

Professional Experience Required

Kindly note that a maximum of 24 months of professional experience (including internship) is accepted in order to be hired as an associate at the ICRC.
