1. Organizational background:

Centre For Domestic Training & Development (CDTD) was founded in 2001 with a vision to employ as many domestic workers with proper home care management skills. CDTD strived to professionalize and understand the challenges that faced this industry, key among them being lack of dignity, respect, and fair pay besides the stigma associated with domestic work. CDTD began a program in 2001 under the Domestic Support Services, which initially served 5 girls from Nairobi-Kibera.

Sensitive to the needs of Kenyan women, the founder was burdened to change these perennial sufferings by establishing a Domestic Workers Training Centre registered as an NGO in 2003. Since then, CDTD has adopted several “sea-changing” impact programs to address Domestic Worker’s plight, such as the formation of the National Shelters Network (NSN), Counter Trafficking-In Persons (CTIP), Sexual & Gender-Based Violence (SGBV), and Domestic Workers Transformational Program (DWTP). To date, CDTD has transformed more than 10,000 domestic workers and remains a trailblazer in matters; of training, policy advocacy, employment, labor rights, sexual & gender-based violence rights, safe migration and counter trafficking-In persons.

2.0 Project background:

In 2022, CDTD was selected as a beneficiary of the URAIA Trust, Women Voice and Leadership (WVL) program, funded by the Global Affair Canada (GAC) through CARE International and CARE Kenya. The WVL project is anchored on Canada’s Feminist International Assistance Policy (FIAP) which puts gender equality and the empowerment of women and girls at the heart of international development, humanitarian peace, and security. The overarching goal of the project is to contribute to gender equality and the increased enjoyment of human rights for women and girls in Kenya. WVL’s objective is to strengthen Women Rights Organizations (WROs) in Kenya to enhance their governance, management, programming, and sustainability by enhancing their ability to deliver quality services and increasing the effectiveness of their platforms to effect policy, legal and social change.

3.0 Assignment Objectives:

In this regard, CDTD is seeking the services of a qualified consultant or individual to enhance CDTD’s ability to protect the organization from any risks that may arise while offering its shelter management services to insulate against any liabilities arising from handling victims and other constituents within its shelter(s).

4.0 Project deliverables:

1. Engage with CDTD’s staff and conduct an industry review to develop a Protection and Risk Assessment Tool for Shelter Management for CDTD, Staff Confidentiality Policy, and Partnership Agreement for Shelter Management.
2. Develop and deliver Protection and Risk Assessment Tool for Shelter Management for CDTD, Staff Confidentiality Policy, and Partnership Agreement for Shelter Management.
3. Conduct a Two-day staff training on the developed Protection and Risk Assessment Tool for Shelter Management for CDTD, Staff Policy and Partnership Agreement for Shelter Management
4. Document and package the developed documents as per the assignment in an easy-to-read and understood format.

5.0 Duration:

This assignment is to be delivered within 10 working days after contracting.

6.0 Qualifications and competencies:

• Proven experience in the field of Risk Assessment is a MUST and any other tools/policy of engagement such as; Partnership Contracts, Memorandum of Understanding, Staff Policy, and Code of Conduct documentation within Kenya.
• Experience in developing strategies, tools, or policies for NGOs is an added advantage.
• Minimum of a degree in the relevant field of Social Studies, Law, International Relations, Public Policy, or its equivalent.
• Those with a post-graduate qualification in the relevant field shall have an added advantage.
• Ability to communicate fluently and write in English in a manner that can be understood by executives, management, and program officers.

7.0 Payment and submissions:

60% payment shall be done upon contracting after a successful selection process and the balance shall be settled after approval of a Protection and Risk Assessment Tool for Shelter Management for CDTD, Staff Policy, and Partnership Agreement for Shelter Management.
