Summary:

Ensuring the promotion of inclusiveness, gender equality and equity is one of the fundamental values of SPARK. Furthermore, SPARK conducts Women Economic Inclusion Programme, which highlights inclusive and sustainable economic growth from a gender perspective, incorporates coaching and mentoring as well as skill trainings, career guidance and linking with the opportunities, with its local implementing partners.

SPARK is committed to effectively mainstream gender into its’ day-to day work and the design and formulation of its programs. SPARK also requires its implementing partners to be committed to integrating a gender perspective in all its policies, programmes, projects and organizational practices.

SPARK is seeking a mission-driven, experienced and inspiring expert to support SPARK’s to better shape it’s Women Economic Inclusion Program to be conducted in Jordan as well as provide SPARK’s staff members and its local implementing partners with an initial training on the gender awareness.

Target Group:

  • SPARK Jordan Office (max. 15 SPARK staff members)
  • SPARK’s Existing Implementing Partners in Jordan (2 partners- max. 10 project team members)

Tasks:

Under direct supervision and guidance of SPARK’s Jordan Country Manager in close collaboration with the Regional Programme Manager and Regional Programme Coordinator, the Gender Expert will be conducting the following tasks in below.

  1. Gender awareness for the SPARK Jordan Country Office to improve SPARK’s women-focused programs in Jordan
  • Review SPARK core policies including HR related policies, procurement, communication (max. 6 policies).
  • Conduct FGDs and/or KIIs with female SPARK managers and program teams (max 6 team members).
  • Assess and identify potential gender-differentiated impacts of the programmes.
  • Identify most effective trainings and resources to support staff’s gender literacy.
  • Develop a gender awareness training (concepts such as equality equity; sexual harassment and Gender-based Violence in the workplaces; gender perspective in designing, implementation and monitoring of projects programs and projects) for the SPARK staff members based on the gender assessment findings.
  • Deliver the gender awareness training (online and offline) to provide the SPARK staff members to increase effectiveness of the gender-focussed programs in Jordan.
  1. Gender awareness training for local implementing partners
  • Conduct interviews with the executive leaders of the local implementing partners to identify the needs of local partners in terms of gender programming
  • Develop a customized gender awareness training programme to introduce a gender perspective in programmes, projects and organizational practices
  • Deliver the gender awareness training (offline) to provide the local implementing partners

Expected Deliverables

  • SPARK Gender Mainstreaming Assessment Report (including recommendation for gender programming)
  • Two training packages on gender for both SPARK and its implementing partners

Required Expertise, Qualifications and Skills

  • Postgraduate university degree or equivalent with relevant work experience in gender studies or equivalent (political science/ international relations/ development studies, etc.);
  • Fluency in written and spoken English is required.
  • Minimum of 10 years of professional work experience
  • Demonstrated experience in gender, developing and delivering training
  • Demonstrated commitment to gender equality, gender mainstreaming, women employment and inclusive knowledge about the cultural background of perspectives approaching to women.
  • Good understanding of organizational structures operations and policies of non-governmental organisations
  • Strong analytical skills with the ability to translate data and analytics into insights, stories, and visual representations

Selection and Evaluation Criteria:

1. The evaluation committee will evaluate and award the contract on the basis of the following selection criteria:

  • Financial Offer

2. Selection and Evaluation

    • Criteria weight is 30 %
    • Formula: (Best Bidder Price/Evaluated Bidder Price) * Criterion Weight
    • Price shall be quoted in EURO and JOD
  • Technical Offer
    • Criteria weight is 70%

Point evaluation (weighted points):

Criterion will obtain between 0 and 5-point, 5 points being the maximum, 0 points the minimum and the points obtained will be multiplied by criterion weight. An analysis will include assessing the proposals’ methodology, expertise, background, etc.

PIN expert evaluation committee will assign up to 5 points for the best quality of the sample, based on the following evaluation grid:

Score and Benchmark for Services/Works

5 – Excellent response with no weaknesses shown and exceeds the requirement – also provides comprehensive, detailed, and convincing assurances that the services will be delivered to an excellent standard

4 – A response that demonstrates real understanding and fully meets the requirements – offers assurances that the service delivered will be of a high standard

3 – A satisfactory response which demonstrates a reasonable understanding of the requirements and gives reasonable assurance of delivery of services to an adequate standard, but does not provide sufficiently convincing assurance to be able to award them a higher mark

2 – A response where reservations exist – lacks full credibility/convincing detail, and there is a significant risk that the response will not deliver/be successful

1 – A response where serious reservations exist, for example, insufficient detail is provided and the response has fundamental flaws, or seriously lacks credibility with a high risk of non-delivery

0 – Response completely fails to address the criterion under consideration

Those bidders who get less than 3 for the capacity of the bidder shall not be accepted or considered and their offer will be rejected.

For each bid, points from all evaluation criteria will be added up and the winning bid will be the bid with the highest number of points. In case of equal number of points, the winning bid will be the one with the lowest price. However, SPARK retains the right to select any bidder who they deem as most suitable to produce the highest quality deliverables within a reasonable budget.

  1. A brief description of the expertise / portfolio relevant to this assignment
  2. A detailed methodology, work and time plan
