The attached terms of reference contains the details of the final evaluation of the project “Improvement of socio-economic opportunities of people with disabilities in Amman, Mafraq and Zarqa in the post-COVID-19 period”.

The intervention, carried out jointly by the organization Movement for Peace – MPDL and its local partners Be Positive, Community-Based Rehabilitation Center (CBR) and Child Care Association (CCA) throughout 2021 and 2022 in Amman, Zarqa and Mafraq, three governorates of Jordan, with financing from the Spanish Agency for International Development Cooperation (AECID), has an execution period of 24 months (from February 2021 to February 2023).

The Movement for Peace – MPDL is a Spanish Non-Governmental Organization, secular and progressive in development, social action and humanitarian aid. It was created in 1982 and works in peace-building, understanding that Peace goes beyond the absence of war and that it can only be achieved if human rights and social justice are guaranteed worldwide.

Since its establishment in Jordan, the MPDL has implemented many projects in different sectors, such as promoting the rights of persons with disabilities, women’s rights, improving community-based rehabilitation services, detection and referral of cases of gender violence and interventions for the socioeconomic inclusion of people with disabilities. MPDL’s target groups are people with disabilities, especially women, and youth with greater social and economic vulnerability. Currently, the MPDL concentrates its projects in the Governorates of Amman, Zarqa and Mafraq.

The final evaluation will analyse the level of achievement of the initially planned development results and will evaluate a series of criteria related to the execution of the activities. As a result of this evaluation, the evaluation team is expected to obtain recommendations in order to improving the capacities of the MPDL and its partners in Jordan for better coordination and joint work, as well as the identification, implementation and justification of similar interventions.

For the MPDL, there are three main objectives in conducting this end-of-project evaluation:

  • Evaluate the impact and achievement of project results.
  • Identification of good practices and lessons learned in the different areas of the intervention.
  • Accountability to the donor, to all the agents that participate in the development process, both in Jordan and in Spain, and to the society as a whole.

MPDL, in its objective of being a transparent organization, intends to publish through its dissemination channels the results and main conclusions of this final evaluation.

How to apply

Interested persons and/or entities must express their interest by submitting a technical and financial proposal. The offers will be sent by email to the headquarters of the Movement for Peace – MPDL in Amman (Jordan), at the following address: [email protected]

Technical proposals must contain:

  • Methodology to develop.
  • Proposal of data collection instruments.
  • CV of the main evaluator and CV of the team members, if any.
  • Proposal of work plan and calendar.

Financial offers must contain mandatory information:

  • Detailed budget that includes fees and travel expenses, and other expenses.

Proposals will be evaluated according to a specific criteria.

Evaluation requests must be submitted before Sunday, November 13th, 2022 at 5:00 p.m., clearly indicating “Ref. Final Evaluation of AECID project”.
