About the Consultancy

CARE International’s role is to support partners at an organisational, administrative and technical level to enable them to more effectively implement their programs. CARE is looking for a consultant to work with our partner organisations in Tonga (MORDI TT and the Talitha Project) to support them to review their health, safety and security plans to ensure they have a plan in place to mitigate any potential health, safety or security risks in their response to the effects of the HTHH Volcano eruption and tsunami. Working with the CARE in the Pacific team, the consultant would engage directly with the partners MORDI TT and the Talitha Project to review their current health, safety and security plans and develop new plans in response to new threats including for example COVID safety considerations and the safety & security impacts of volcanic ash. The consultant will also develop a presentation to deliver to all partner staff.

Key Deliverables

  • Review and update Tonga partners’ Health, safety and security plan (HSSP) in consultation with the Chief Executive officer of MORDI TT and the Director of the Talitha Project

  • Draft or update one page H,S&S checklists for field staff for:

  • Field trip pre departure. To include considerations on accommodation, transport, hazards, ash relatedhazards and COVID-19

  • Distributions

  • Any other topics as agreed with the Chief Executive officer of MORDI TT and the Director of the Talitha Project and the CARE Pacific Tonga Volcano Response Coordinator

  • Prepare Safety & Security presentation for staff from both partners based on the checklists and the review of the HSSP for each of the partners for the CARE Pacific Tonga Volcano Response Coordinator to deliver to the partner staff in association with relevant partner staff.

Ideally you will have:

  • 5 years’ experience working in the humanitarian sector and/or international or community development with a focus on provision of technical; advice on safety and security, experience in the Pacific highly desirable;
  • Demonstrated experience working alongside local civil-society organisations, preferably in the Pacific, to support implementation of health, safety and security plans;
  • Strong experience in working in the field of safety and security in humanitarian contexts;
  • Experience in developing HSS presentations appropriate to the context;
  • Strong communication skills in cross-cultural environments, including the ability to speak and write effectively in English;
  • Strong time management skills with the ability to work with limited supervision and remotely, and a consultative approach that is open to feedback;
  • A Bachelor’s Degree in a relevant field, or equivalent experience; and
  • An understanding of CARE’s vision, mission and values, and a commitment to uphold the CARE Australia Child Protection Code of Conduct and Preventing Sexual Harassment, Exploitation and Abuse policy for the duration of the assignment.
