This includes a portfolio of large and complex third-party monitoring (TPM) projects and evaluation services, in addition to assurance services, including financial and systems audits, certifications, internal control assessments, and technical assistance to international institutions.

Scope of Work

BDO is presently looking to expand its pool of experts suitable for TPM Specialist roles. This pool will be used to resource existing and pipeline TPM contracts. TPM activities will be varied, capturing contextual developments, implementation progress, adherence to quality standards, and program effectiveness across diverse international development and humanitarian portfolios of work. The TPM Specialist will play a significant role in designing the TPM system established through the project. Specifically, they are responsible for leading the design of monitoring and evaluation methodologies and data collection instruments, overseeing analysis, and preparing client reports on TPM. This will involve close collaboration with implementing partners and BDO subcontractors. Full-time and part-time positions are available, contingent upon award. This position is remote.

Terms of Reference

  • Lead the design of monitoring protocols and/or evaluation terms of references, sampling frameworks, and data collection tools.
  • Perform desk reviews of implementing partner documents, reports, activity briefs, and other relevant materials related to the monitored/evaluated project.
  • Contribute to data collection staff trainings and the preparation of relevant project and tool-specific SOPs guidelines.
  • Oversee the development of data analysis plans and work in conjunction with data management specialists to perform data quality assurance and qualitative and quantitative analysis.
  • Draft visually appealing narrative reports in line with client needs and expectations and coordinate with other team members to prepare interactive dashboards, maps etc.
  • Coordinate with implementing partners and sector experts to refine tools/approaches and to ensure that reporting products are relevant and technically sound.
  • Present findings and represent BDO at external meetings as needed.

Your Experience and Expertise

  • At least 7 years of experience in monitoring, evaluation, and/or research.
  • At least 3 years’ experience working in working in emergency response, international development, stabilization, peacebuilding, or a related sector.
  • Experience implementing third-party monitoring projects in complex and fragile environments on behalf of institutional donors.
  • Strong technical skills related to qualitative and quantitative monitoring methodologies, analysis, and data visualization.
  • Experience with mobile data collection (Kobo, ODK, SurveyCTO)
  • Experience with PowerBI, GiS, R/Python/SPSS desirable.
  • Excellent oral and written communication, interpersonal and management skills.
  • Fluency in written and spoken English required; proficiency in Arabic, Afghan local language, Russian or Ukrainian is preferred.
