Program Specialist IV
Under the direction of the Immunization COVID-19 Group Director and Help Desk Manager II this role performs complex (journey-level) consultative services and technical assistance work with considerable latitude for the use of initiative and independent judgment in the Immunization COVID-19 Group. Work involves planning, developing, and implementing activities for the COVID-19 Help Desk on policies and procedures; training and education; programmatic management, works with the Regional Site Review Team and communicates with staff at COVID-19 Vaccine Program enrolled sites.
Essential Job Functions
(40%) Explains complex policies and procedures to Help Desk staff and staff at COVID-19 Vaccine Program enrolled sites. Works with regional site visit review team to ensure COVID-19 Vaccine Program policies are enforced. Contributes to the development of site visit protocols for QAI. Provides technical assistance to Help Desk team and others regarding COVID-19 provider enrollment. Compiles written reports and follow-ups using Microsoft Excel and Word. Analyzes data collected on COVID-19 Vaccine Program and ensures that appropriate recommendations for improvements are provided to staff. Communicates with customers verbally and in writing.
(35%) Prepare and disseminate to Help Desk team information on ImmTrac2 resource packets. Monitor COVID-19 Provider Enrollment process and troubleshoots issues with provider logins, withdrawals, document uploads, etc. Monitor COVID-19 CDC requirements to identify updates made to the program and share with teammates. Performs quality assurance activities to improve program and works with program staff to identify and resolve technical and procedural problems. Conduct training to other staff on policies and procedures of COVID-19 Vaccine Program. Participates in training and education for regional site visit staff.
(20%) Compiles information and submits articles for newsletters on information that is applicable to responsible entity staff or staff at enrolled COVID-19 Vaccine Program sites using Microsoft Word. Responds to customer inquiries in writing and via the telephone. Explains complex policies and procedures to regional site visit staff or staff from COVID-19 Vaccine Program enrolled sites. May conduct site reviews. Assists in the creation of and maintains train-the trainer materials for use statewide. Assists with updating and maintaining policy manuals for the QAI team.
(5%) Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities
Knowledge of the immunization program in Texas, medical terminology; the natural history of vaccine-preventable diseases.

Initial Selection Criteria
Two years of experience in public health work.
Graduation from an accredited four-year college or university with major course work in social services, public health, or a related field is generally preferred. Experience and education may be substituted for one another.
Additional Information
SALARY: min $45,158 ($3,763.16) to mid $55,602 ($4,633.50). Due to agency budget constraints, the full salary range may not be offered.
