Purpose of the project:

Delivering visibility activities, content, and materials to support ongoing advocacy
work on the 15by30 Roadmap, core DAFI reporting obligations and the global Aiming Higher campaign,
and events leading to the 2023 Global Refugee Forum. In addition, the project will support the creation
of visibility material including a video series on UNHCR engagement with development actors that will
be used in the lead up to the 2023 Global Refugee Forum

General Background of Project or Assignment:

This position will be responsible for delivering tertiary education, transition to employment, and youth
leadership related content specifically to support major events and reporting obligations in 2023:

• Installation and launch of major refugee higher education focused exhibition at the
Documentation Centre for Displacement, Expulsion, Reconciliation
• Aiming Higher campaign
• 15by30 roadmap initiatives and global report
• Annual DAFI report
• Events leading to GRF 2023

Overall Purpose and Scope of Assignment:

In line with UNHCR’s education strategy and the 15by30 roadmap, scaling of tertiary education
opportunities for refugees remains a high priority in the coming years. The DAFI programme remains the
cornerstone of UNHCR’s tertiary education strategy, and indeed, is the driving force for the 15by30 target
and the global Aiming Higher campaign. The 15by30 roadmap will be increasingly visible throughout
events leading to the Global Refugee Forum in 2023.

Based on past experience, particularly the success of the Aiming Higher campaign and expanded
engagement with State partners, visual content highlighting individual students, their achievements and
the overall programme impact is central to the messaging and success of the DAFI campaigns and
engagements. There is a continued need for UNHCR to document and showcase outcomes of investment in tertiary education for refugees, including impacts on and evidence of the contribution of higher education to international responsibility sharing and refugee self-reliance.

The objective of this consultancy is to develop new content, materials and profiles for use in large scale public exhibitions, increased outreach through social media, donor advocacy and other avenues, and inclusion in the annual education report, the annual DAFI programme report and other advocacy and informational materials as relevant. There are also plans for a major exhibition to be launched in Berlin with the support and cooperation of the UNHCR representation office in Germany.

In addition, the consultancy will support the production of visibility materials and a video series that will document key results of working with development actors. UNHCR’s mandated responsibilities for finding solutions to refugee situations requires stronger cooperation with development partners, which is emphasized by the core pillars of the Global Compact on Refugees (GCR). The visibility products will help to strengthen understanding on the value of meaningfully engaging with development actors by providing examples of progress and impact in a few key countries. These assets will be used for internal and external dissemination in the lead up to the GRF.

Specific areas of focus of this consultancy:
• Contribute to the communications and visibility aspect of the 15by30 strategy by developing
approaches to visualising and highlighting the five pillars of higher education for refugees,
separately and how they relate to each other: DAFI, Connected Higher Education, TVET,
complementary education pathways and national enrolment.
• Produce – and oversee the production of – media content in the form of student photos, personal
stories, video profiles and compilations, social media content. Content will be generated during
field missions to locations not recently or adequately highlighted in prior refugee higher education
materials and in coordination with country and regional teams.
• Mount several exhibitions in 2023 including the Documentation Centre for Displacement,
Expulsion and Reconciliation and at the Global Refugee Forum.
• Support and contribute to student generated content for social media, print and web.
• Produce a 3-episode short video series focused on the challenges, process and results of
development actors’ engagement in three distinct contexts, along with accompanying
photographs and narratives that illustrate different examples and results.
• As needed and where possible, contribute to the communications and visibility aspect, including
content collection, for the other sections and units of the Division of Resilience and Solutions. This
includes announcing countries for mission before hand and coordinating for any extra content to
be collected.
• Provide capacity building and skills share with Regional and local PI’s on the content collection for
reports and exhibitions

Required level:

The assignment is for an Individual Consultant.

This is a home-based Consultancy with mission travels, starting as soon as possible for 11 months (not exceeding 335 days).
