TERMS OF REFERENCES FOR END OF A MULTI-YEAR HEALTH PROJECT EVALUATION

1. Project Background

Africa Humanitarian Action (AHA) is seeking a competent and experienced external evaluator of the health project it implemented from September 1, 2019 to August 31, 2022 for refugees from the Sudan in Ajoung Thok, Jam Jang County, Ruweng Administrative Area.

AHA, founded in response to the atrocities in Rwanda in 1994, is a Pan-African International Non-Governmental humanitarian Organization. Its major interventions center on provision of primary health care services, comprehensive nutrition program, reproductive health services including SGBV and HIV-AIDS prevention and response, food distribution, WASH, shelter and camp management.

AHA started its South Sudan operations in April 2013 by implementing a comprehensive primary health care, reproductive health and nutrition programs for refugees from South Kordofan region of the Sudan in Ajuong Thok refugee camp. It integrated Mental Health and Psychosocial Support Services (MHPSS) and hygiene promotion activities in 2016. In the same year, AHA initiated the Integrated Community Case Management (iCCM program) to manage common childhood illnesses (malaria, pneumonia and diarrhea) at community level.

2. Purpose

To assess overall project performance during the 3-year implementation period, identify key results, determine the extent to which the objectives of the health project have been met, and lessons learned for future strategies.

3. Scope

The evaluation will be conducted at AHA managed PHCC and PHCU in Ajoung Thok, Jam Jang County, Ruweng Administrative Area, South Sudan. It will be carried out in 12 days and will cover progresses/expansions in clinical service management and delivery, as well as effect/impact of the health care provision on the target refugee and host communities.

4. Users of the Evaluation

The independent external evaluation is a mandatory step of the health project proposal funded by BPRM. The evaluation will generate important findings, lessons and recommendations that will be of use not only for scaling up of the ongoing health project, but also for the variety of stakeholders, including BPRM, Government counter parts, UNHCR, other UN agencies and health projects implementing partners.

5. Objectives of the Evaluation

-To independently verify (and supplement where necessary) record of achievement as set in planned activities and defined in the projects log frame and reported through annual performance reports;

-To assess the extent to which the project performed well, which includes considering;How well the intended projects’ expected results have been achieved against the selected indicators? Which are the changes achieved within the project?

ii. How well the various trainings and studies the project carried out during its implementation period contributed to improved approach and realization? iii. How well is the effect/impact of the health care provision on the target refugees and communities? iv. How well is BPRM contribution is acknowledged and its logo visible? – Assess the extent to which the project achieved its objectives with emphasis on the outcomes and output, including most significant and indirect changes attributable to the project; – Assess what has happened because of BPRM funding to fill in gaps that wouldn’t have otherwise happened; – Draw lessons learnt that could be applied in similar interventions.

6. Timelines

The total duration of the evaluation will be 12 days, from October 24 to November 04, 2022 a) Preparation in Juba (3 days) – Briefing with AHA South Sudan Country Office Management; – Collection of and acquaintance with the project documents, project performance reports, studies/assessments, and other relevant project-related materials; -Travel to project site b) Evaluation at project site (6 days) – Briefing with Field Management; – Additional desk review and site visits to verify realization against performance reports; – Interview with UNHCR, beneficiaries, State authorities, and other implementing partners; – Completion of draft report; – Debriefing of Field Management; – Return to Juba c) Preliminary evaluation report (3 days) -Presentation of preliminary evaluation results and debriefing with Country Office Management to Country Office Management;

7. Deliverables

a) Inception report

1. In concordance with the TOR, a description that demonstrates a clear understanding and plan of work for the evaluation;
2. An evaluation design that satisfactorily demonstrate how the health project will be evaluated, including methods for qualitative and quantitative data collection, analysis and ethical considerations to address Accountability to Affected Population (AAP) to ensure DO NO HARM PRINICPLE b) Preliminary evaluation report c) Final evaluation report: A well written project evaluation report in English of not more than 30 pages addressing the objectives of the assignment within 15 days. The Report should contain:- Executive summary Intervention description Evaluation purpose Evaluation methodology Findings Conclusions Recommendations Annexes (list of people and institutions interviewed, key documents consulted, data collection instruments)

8. Institutional Arrangement

The successful evaluator will work closely with the Country Representative and the Monitoring and Evaluation Officer in Juba; and with the Chief Medical & Field Coordinator in Ajoung Thok.

9. Obligations

• a) AHA Obligations
  1. Cover and facilitate travel expenses;
  2. Provide accommodation in Ajoung Thok;
  3. Avail all project proposal, implementation and performance reports;
  4. Avail all assessment, survey and research documents;
  5. Avail office support and internet connection for the duration of the evaluation in South Sudan;
  6. Pay the evaluation fee as per the contract. b) Successful Candidate Obligations
  7. Bear the cost for preparation and submission of final report;
  8. Remit all taxes required by law of the GOSS;
  9. Comply with all applicable trade-related rules and regulations of GOSS;
  10. Sign and abide by the protection from sexual exploitation and abuse and child and adult safeguarding policies;
  11. Adhere to and apply applicable GOSS directives on COVID-19.
