Information on the project The Investment Climate Reform (ICR) Facility is set up to support African, Caribbean and Pacific Group of States (ACP) partner countries and regional institutions in their private sector structured dialogue process to create a more conducive business environment and investment climate. It aims to improve the business environment and investment climate in these countries. The ICR Facility is a programme which is co-funded by the European Union (EU), the Organisation of African, Caribbean and Pacific States (OACPS) under the 11th European Development Fund (EDF), together with the German Federal Ministry for Economic Cooperation and Development (BMZ) and the British Council. It is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), the British Council, Expertise France, and Stichting Nederlandse Ontwikkelingsorganisatie (Netherlands Development Organisation, SNV).”

The ICR facility has three components of activities:

· Technical Assistance for Business Environment and Investment Climate Improvement

· Strengthening national and sub-regional development financial institutions

· Compile and mainstream lessons learned and good practices

This project will take place within the framework of component n. 3 where the ICR Facility activities will aim at the compilation and mainstreaming of lessons learned and good practices.

As part of its mandate, the ICR Facility is seeking to add to its consultant roster a videographer/video editor to support its visual productions aimed at disseminating useful knowledge emanating from technical interventions and research work.

Context The ICR Facility is searching for one or more videographers/video editors to join its roster of consultants. The consultant will support video productions on knowledge topics related the improvement of the business environment and investment climate, particularly for women in African, Caribbean and Pacific (ACP) states. The videos will also help to share insight into the ICR’s activities in these different areas which help to resolve challenges.

Services of the Videographer will be deployed based on the needs and demands of beneficiaries and the Project Management team who will also supervise and guide the content and style of the video productions.

Job Description

Scope of work The videographer/video editor will work with the ICR project management team and will report primarily to SNV ICR facility based in Brussels.

Productions may include short videos, a series of interviews on a chosen subject, animations, panel discussions, etc. for YouTube, social media, the ICR website, and video messages.

Filming may take place at various locations, with the videographer/video editor ensuring that the desired results are achieved, while editing can be done remotely. National/international travels may be considered if the importance is established.

The videographer/video editor should be able to work in English and/or French given that ICR facility and its beneficiaries operates mostly with these languages.

In distinctive cases, the consultant will have to evaluate and advise on specific actions regarding the production of better-quality videos.

If selected for a production, the contractor shall use his/her own acquired software and equipment to deliver the required service.

Qualifications

The call is open to individual consultants and firms with the following qualifications:

● Minimum 5 years of experience in the field of videography and video editing.

– Ability to produce videos: from shooting to final product (mix, edition, colouring, sound stabilization). – Ability to produce animations and graphs to support the videos – Ability to add license-free stock imagery, sounds and effects

● Knowledge and experience in the sustainable development sector.

● Good time management and delivery of deliverables within the agreed upon time frame.

● Ability to respond and deliver in an ad hoc manner

Command of the French or English language in written and spoken.

Please note that selected consultant(s) will be added to the SNV ICR roster and be contacted based on a ad hoc base for their services.

● Advice on the best options for quality visual work.

Produce graphs and animations when required for the videos

Please note:

  • Applicants may be an individual consultant or a company.
  • If the applicant is an individual consultant, the application must include their per diem rate.
  • If the applicant is a company, the application must include a financial offer.
  • The financial offer must be calculated in accordance with the quantitative requirements of the input specification above.
  • Evaluation will be based on qualification and proposed price.

By submitting your application candidates are given their permission to be added to SNV ICR Consultants Roster if selected for the period of 20th June 2022 to the 19th June 2023.

Please note that work beyond August 2022 is contingent upon the formal release of project funds.
