Terms of Reference (TOR) Training of Trainers (TOT) on Men and Masculinities

1. Background

Oxfam is a member of Oxfam International (OI) – an international confederation of 19 organizations working together in 90 countries with partners and allies around the world to find lasting solutions to poverty and injustice. On a global level, OI strives to help communities suffering as a result of natural disasters, climate change, conflict, injustice and poverty. OI helps those communities who are most in need, whatever their race, creed, religion, ethnicity or nationality. Oxfam has been working in OPTI since 1982 and supports humanitarian, development, campaigning and advocacy programmes both in the West Bank and Gaza including East Jerusalem.

Oxfam is implementing the five–year project, the “Palestinian Women and Girls Lead and Engage on Women Peace and Security in oPt,” funded by the Government of the Netherlands. The project is led by a consortium of War Child, the Palestinian Initiative for the Promotion of Global Dialogue and Democracy-MIFTAH, Women’s Centre for Legal Aid and Counselling (WCLAC), and Oxfam in oPt; and takes place will be implemented in the West Bank and Gaza strip starting from January 2021. Project’s interventions address the issue of structural inequalities and violence against women and girls in the occupied Palestinian territory (oPt) – a long-standing problem that stems from the protracted Israeli occupation, political division between Palestinian factions and harmful social and patriarchal gender norms that continue to exacerbate marginalization of and violence against women and girls across the oPt.

2. Project Introduction

The project aims to support the civil society contributes to an enabling environment that empowers Palestinian women and girls to combat violence and uphold their agency in state, security and peacebuilding processes. **

The project Consortium will address three interrelated issues:

· Palestinian women and girls regularly face high levels of violence – including sexual and gender-based violence (SGBV) and violence under the occupation;

· Palestinian women lack representation and meaningful participation in political life, which negatively shape peace and security processes;

· Duty bearers are not accountable to international humanitarian and human rights law, particularly affecting the contribution of women and girls towards brokering the WPS agenda.

In OPT, Men continue to hold powerful and influential positions that can shape changes to legal frameworks, budgets, government agendas, and social norms. For this men and boys are considered ‘half of the equation’ and so effective interventions need to intentionally engage men and boys, as well as women and girls, in order to transform different underlying factors that hinder women from effective participation in peacebuilding, reconciliation process and political life in general, and factors that increase of violence against women and girls.

3. Overall Objectives of the assignment

The purpose of this assignment is to design a training manual followed by the provision of comprehensive training of trainers’ program (TOT on men and masculinities targeting the consortium and local partners (WB and Gaza).

The manual and TOT aim to strengthen knowledge, skills and practices on applying transformative strategies on men and masculinities aiming to foster a gender-sensitive peace and security agenda in the context of oPt.

4. The Specific Objectives are:**

The training manual aims to:

· Promote an in-depth understanding of men and masculinities approaches and their relation to promote WPS in the context of OPT;

· Provide practical approaches, skills, and tools to apply men and masculinities strategies in the WPS agenda;

· Strengthen facilitation skills to address and overcome potential community-related challenges and resistances;

· Build the capacities of the target organization and group to deliver the training manual for local communities’ women, men, youth groups, service providers, and media personnel.

5. Scope of work:

  • Review existing manuals related to men and masculinities produced by different government and non-government organizations

  • Design the content and structure of the training manual, this includes a brief description of contents of the training manuals with the logical sequence that will be considered as a sketch of the manual for approval from Oxfam, the manual should answer the following questions:

  • What do we mean by men and masculinities?

  • What implications does this have for transformative change?

  • Why is it essential to take masculinities into account?

  • How does such an approach affect the implementation of UNSCR 1325 and subsequent national action plans (NAPs)?

  • Why is it important to address men and masculinities through the work on implementation of the WPS agenda and 1325 NAP?

  • How can we address masculinities in the framework of the Women Peace and Security agenda?

  • How can we navigate the complexities of engaging men in transforming the gender inequalities that currently privilege them?

  • What approaches, strategies and tools can we use to address masculinities and engage men?

  • How can our approaches move beyond the focus on awareness raising of men to provide lasting transformative change?

  • how can we unpack privilege and power related to masculinities, and how these dynamics play out in our lives?

  • Develop the Training Manual including all session plans, hand-outs/presentations, assessment tools etc,

  • Design and conduct a training of trainers ( total of 10 days of training in two different locations 5 days in the West Bank and 5 Days in Gaza) for partners and consortium members.

6. Main deliverables:**

Task 1: Design the content and structure of the manual for approval from Oxfam;

Task 2: Draft consolidated training manual in the Arabic language for Oxfam review;

Task 3: Finalized training manual;

Task 4: Carry out training of trainers(TOT) for 10-days, five in the West Bank and five in Gaza

Task 5: Adapt and refine the manual based on the TOT,

Task6: Provide a summary report on the consultancy highlighting key observations, and recommendations.

7. The Duration and Schedule of the assignment:

The timeframe of this assignment is scheduled for a maximum of 8 weeks between February and March 2022.

Noting that the timing for the final two trainings in the West Bank and Gaza will be determined later with the consortium members

8. Financial Proposal **

The Financial proposal should contain the following information:

Budget breakdown; prices should be valid for 60 days from date of submission.

The submitted offers should be in Euro including VAT. The tendered should be able to issue an official invoice in addition to valid deduction at source certificate or will deduct a percentage from the final payment (according to Palestinian Taxation department & laws.

Prices include all types of expenses such as transportation per-diem, calls, … etc

9. Consultancy Service Requirements

This consultancy is open to both local and international consultants and/or women rights organizations (WROs)who will fulfil the following requirements:

§ Academic degree (experience) in law, social sciences, gender studies, or development studies;

§ knowledge and skills in International law, Human rights law, women peace and security agenda (national action plans for the UNSR 1325), international legal framework of gender protection mechanisms, Men and Masculinities;

§ Minimum of 7-year professional experience in designing training manuals, training facilitation and coaching skills on gender justice issues, Men, and Masculinities on the regional and the international level.

§ Strong knowledge and understanding of the context in the Occupied Palestinian Territory. Consistent experience of work within the MENA region is a plus, experience in the oPT is an asset.

§ Minimum of 5-year experience in gender Justice; women’s empowerment and men involvement in conflict settings; working on gender & conflict analysis.

§

§ Excellent interpersonal, coaching, communication and analytical verbal and writing skills in English.

§ Ability to deliver training in Arabic

10. Proposals evaluation criteria

An evaluation committee will be evaluating the offers technically and financially. 70% of the final score will be given to the technical offer, while the remaining 30% will be given to the financial part.

Oxfam invites individual consultants, WROs, or firms with the experience and skills described above.

Bids must include the following:

• A letter of motivation outlining how your experience, skills, qualifications and professional background fit with the required deliverables (maximum one page) attaching at least two concrete examples of similar work demonstrating the consultancy service requirements.

• A Curriculum Vitae (CV) detailing relevant skills and experience including three contactable referees (maximum 2 pages).

• A technical proposal outline, including the proposed methodology, based on the key deliverables described above; the selected consultant will be requested to finalize the proposal as well as training manual in consultation with Oxfam as the first deliverable, following the signing of the consultancy contract with Oxfam.
