  1. Background

Our overall goal is to reduce poverty at the household level and aid during emergencies. Our current initiatives focus on Financial Inclusion, women’s roles and leadership, water, sanitation, and hygiene (WASH), Sexual reproduction health, Climate Change and Resilience and refugee emergency operations.

The Green Climate Fund (GCF) established under the UN Framework Convention on Climate Change (UNFCCC) is evolving as the biggest multilateral fund dedicated to climate action, funding both mitigation and adaptation activities. The GCF board accelerated climate finance ahead of the COP26 meeting, approving USD 1.2 billion for the implementation of concrete new adaptation and mitigation actions, which makes it even more important to ensure appropriate monitoring and evaluation mechanisms that need to be highly participatory. GCF encourages the involvement of CSOs in its financed activities, including in the design, implementation as well as monitoring and evaluation of funded projects and programmes. The Governing instrument of the GCF states that projects and programmes as well as other activities financed by the GCF should be monitored regularly for impact, efficiency, and effectiveness in line with rules and procedures established by the GCF Board.

CARE International Kenya has been implementing Civil Society Readiness to Green Climate fund project geared towards building CSO role in participating and developing transformative ideas that are turned into GCF-funded activities and which can achieve the greatest possible transformative effect, in line with the national and regional climate change and sustainable development priorities and strategies across Africa. To enable such a transformation, CSOs play a crucial, critical, constructive, and meaningful role in promoting wider awareness and societal acceptance of transformation under the GCF.

Kenya has a portfolio of 14 projects Active GCF funded projects with a total value of 211.1m USD. Further, there are 4 readiness activities with a readiness approval worth 4.3m USD of which 2.9M USD readiness support has been disbursed. Mitigation, adaptation and cross cutting projects account for 8, 3 and 3 projects respectively.

The Green Climate Fund requires that financed programmes, projects and activities are regularly monitored for impact, efficiency and effectiveness in line with rules and procedures established by the Board. The Fund encourages the use of participatory monitoring involving targeted stakeholders and calls on Accredited Entities (AEs) and Executing Entities to include at the project level participatory monitoring approaches. This translates into the expectation that they involve communities and local stakeholders, including civil society organizations (CSOs), at all stages of the project cycle.

More GCF project proposals are being developed in the country and across the counties with the aim to improve and build resilience of communities to increase action to impacts of climate Change. In order to improve the efficiency and effectiveness of upcoming programmes but also ongoing ones. CARE International in Kenya seeks to document impacts of active GCF projects in Kenya through Production of a Video Documentary and Technical Brief that Highlights Key Policy Recommendations and Lessons from Active GCF Funded Projects in Kenya.

The video documentary and technical brief will focus on the ongoing active GCF funded programmes, looking through the whole chain of proposal development, approval, implementation and what lessons could be learned to improve upcoming GCF and other programmes.

Purpose of the assignment

The overall objective of the assignment is to produce a video documentary and technical brief that highlights key policy recommendations and lessons from active GCF funded projects in Kenya. This will also include demonstrating the role of CSOs in the process.

  1. Specific task of the assignment

Under direct supervision of Project manager, the consultant will be required to do the following:

  1. Develop GCF documentary video, with key GCF stakeholders NDAs, AEs, EES, CSOs project beneficiaries among others in the country.
  2. Interview select GCF stakeholders for the video documentary- stakeholders include representatives of CSO networks in Kenya, County government officials, National government officials, National designated Authority (NDA), Accredited Entities (AE), Executing Entities (EE), project beneficiaries
  3. Visit at least 7 GCF active project implementation site in Kenya where GCF projects have been implemented and interact with communities and project beneficiaries
  4. Photography for project documentation
  5. Support finalization of a project brief on NOREB GCF CSO engagement process
  6. Present draft project documentary and technical brief(s) to CARE Kenya Project team for review and comments.
  7. Produce edited final video documentary in soft copy, and technical brief in both soft and hard copy (packaged in a booklet) to be presented to key GCF stakeholders and partners in Kenya
  8. Output/Deliverables

The consultant will be required to deliver the following:

  1. Submit 7-10-minute documentary video in soft copy to CARE Kenya Project team and selected project stakeholders.
  2. Present 5-page technical brief booklet with captioned pictures and write-up.
  3. Submit 3–5-minute highlight reel.
  4. All raw footage both videos and quality photo gallery.
  5. Required Qualifications and Experience.
  • A technical lead with university master’s degree in Environmental science, development, experience in working, evaluating and documenting Climate change projects, communication to develop technical brief
  • More than 8years of experience working in a similar field and a good understanding of the climate finance landscape in Kenya
  • Strong experience in producing development work-related documentaries and publications documents with the aim of reaching both local and international audiences.
  • Good inter-personal skills, ability to work in a consultative and collaborative manner with diverse stakeholders CSO, private sectors, community-based organizations
  • Experience working with National NGOs, International NGOs and county governments
  • A communication lead with a degree in communication, journalism, video production or other related fields. At least five years’ relevant experience in developing communications and knowledge management products.
  • Proven experience in telling success stories in written and audio-visual materials.
  • Experience in making compelling videos of project work and human-interest stories.
  • Ability to produce video content in a short space of time. Must be based in Kenya.
  • Must be able to supply all equipment (4K video Cameras, Digital Cameras and microphones) to be used while shooting the documentary.
  • Profile of consultant/consulting firm, a clear demonstration of previous experience in documentation of transformational stories in the non-profit sector.
  1. Duration of the Assignment.

The Assignment is expected to take 30 working days from the date of signing the contract.
