CARE International in Rwanda recently revised its Program Strategy and developed its business plan for FY 2022 to FY 2025.

The revised strategy focuses on ensuring sustainable and growing income to the poorest, security and peace of mind in times of crisis, and contribute in the national and global efforts to build climate friendly businesses. Partnership remains the “Modus operandi” to achieve the program vision and goal. We will accelerate outreach through digitalization and will strengthen our capacity in M&E and advocacy and communications to drive the initiatives in ‘advisory’ advocacy, backed by compelling evidence-based facts.

As a country office (CO) we have the responsibility to support our staff, teams, and partners to do the best they can in their roles, with the resources they need – whilst giving each other the opportunity to develop. We also need to ensure that we are meeting the commitment of CARE, as a global organisation, to position itself effectively in line with CARE 2030 vision, as well as the Rwanda National Strategy for Transformation. To deliver the strategy, CARE International in Rwanda is currently conducting a functional review that will advise on a structure, systems and skills that ensures it delivers on its strategy, systems and skills. As part of the functional review , new Job descriptions will be created and some will be revised. The new and updated job descriptions will be evaluated to inform the grading system and the salary structure. This consultancy is therefore initiated to secure a firm that will support CARE International in Rwanda in producing a fair and equitable grading system and pay structure.

Purpose Produce a fair and equitable grading system and pay structure for all positions in CARE Rwanda that is in line with the revised program strategy. Scope of work The scope of work will cover but not limited to the following: i. Provide a detailed guideline to the approach to be adopted for undertaking the Job Evaluation exercise; ii. Provide a sequenced programme of actions, including the necessary preparatory work that must be completed prior to commencement; interface between the Consultant and CARE Rwanda during the exercise, among others; iii. Review the existing job grading methodology and provide adjustments where necessary; iv. Train selected employees on the selected job evaluation system/methodology; v. Evaluate and develop a comprehensive job classification and provide with a fair and acceptable grading structure for the organization that is in line with the one program strategy; vi. Conduct a salary survey benchmarking the overall NGO sector in Rwanda also informed by multisector data; vii. Help CARE Rwanda to develop a balance salary structure that will make it competitive on the donors and for the job market; viii. Make presentations to Management and staff when required. Expected Output/Deliverables i. Grading structure which ensures jobs are properly remunerated – being an equitable and defensible job grading criteria (and all relevant factors taken into consideration given the new program strategy) ii. An equitable, competitive and defendable salary structure iii. Final report to Management including the market survey data, grading structure, job grading methodology and harmonized grading structure for approval and adoption. Key Relationships The consultant will work closely with the SMT. Other key stakeholders of this consultancy are: – CARE Rwanda SMT (senior management team) – The regional office: Regional Head of Program Support, Regional HRBP – Country staff representatives and country team Duration, Reporting, Location The contract start date will be from July 1st to August 15th, 2022. The work will be conducted in Kigali, Rwanda. The consultant will report to the Country Director. Payment All fees will be paid after the completion and approval of the assignment final report. Key competencies and experience Essential o Relevant experience in Human Resource Management with proven experience of conducting large scale Job Evaluations o Proven experience of conducting salary and benefits surveys for INGOs in Rwanda and in the region (East Africa). o Ability to work under strong pressure and strict deadlines o Strong command of English, both spoken and written o Strong facilitation skills o Strong analytical skills Desirable o Working knowledge of the Hay Job Evaluation system o Previous experience with CARE o Command of Kinyarwanda / French

The proposals should indicate the following:  A technical proposal, detailing how deliverables will be achieved with a clear time frame; showing evidence of the consultant’s experience in the similar assignments (at least 3 references with contacts or email address of referees); copies of similar assignments (with evidence for good completion of the assignments);  Financial offer detailing various costs associated with the delivery of all the deliverables mentioned under section 3 above. This must be in PDF format and must be a separate document from the technical offer;  Minimum 3 certificates of similar work done in the past;  Company profile; VAT registration certificate; RRA tax clearance certificate; RSSB tax clearance certificate when applicable.
