Terms of Reference – (TOR) for engaging a Third Party for EESDAC project end line Monitoring Introduction and background: CARE International works with most vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal of reducing poverty by empowering women, enhancing access to resources and services, and improving governance. CARE actively work in Emergency situation providing wide range of live saving assistances in the thematic areas of Food security /Livelihoods (mainly Cash and Voucher Assistance), Nutrition, Health, Water, Sanitation and Hygiene (WASH), Education in Emergency (EiE) and Protection. CARE Netherlands in collaboration with CARE Somalia is currently implementing an ECHO funded Consortium based Education in Emergency (EiE) project jointly undertaken with Mercy Corps and Daryel Bulsho Guud (DBG) as partners. The project known as Expanded Emergency Education support for Disaster Affected Children in Somalia/Somaliland (EESDAC) covers 18 districts in the region of Sool, Sanaag, Bari, Nugal, Mudug, Galgadud and Benadir which were considered among the worst drought and conflict affected areas in the country. The project period is two years with a start date from September 1, 2021 and end date on August 31, 2023. The total target beneficiaries of the project is 51,200 which includes 50,000 school aged children of age 5-18 years and 1,200 community adult education providers and care takers that includes teachers, Community Education Committees, Ministry of Education officials and local community leaders. The project targets mainly vulnerable school aged children who are Out of School (OOS) as well as those in school but at risks of dropping out due to the effects of persistent droughts and conflicts The focus is mainly the children from vulnerable IDPs households that were recently displaced by disasters and rural host communities in hard to reach pastoral rural areas that were also severely affected by the disasters.

Purpose of the Terms of Reference (TOR): With the project coming to an end in August 2023, CARE Somalia would like to engage a Third Party Monitoring (TPM) consultant with the required technical skills and experience to conduct project end line monitoring. The consultant is required to assess the quality of the project implementation, achievements, and impacts in line with the planned project output, outcomes and results as stated in the proposal. The end line monitoring is also meant to assess the project’s relevance, effectiveness, and efficiency. This TPM will complement the other monitoring activities conducted by the consortium partners in the course of the project implementation pin pointing major gaps which have not been addressed by the project. More importantly, the exercise should also unearth. • How the project was designed, and implemented in line with EIE Cluster and Federal /State level MoE priorities for EIE response and long term national Education priorities and objectives • Assess the critical education EiE priorities oversighted by the partners (Gaps) in the project design and implementation process which can be corrected for long term program strengthening. • Key challenges and risks faced by the projects and how best this was resolved to ensure timely implementation. • Document key lesson learnts that will contribute to future quality improvement of EIE responses among the Consortium. • Mechanisms undertaken to reinforce project accountability and build stakeholders participation and ownership. • Identify key case and/or human interest stories and the same properly documented. The consultant will be hired for 40 working days and the work will cover sampled locations across the project target areas. This will include 25 days of secondary and field data collection and 15 days of data analysis and report production. During the data collection, the consultant will engage a wide number of project stakeholders through Focus Group discussion (FGDs), Key Informant Interviews (KIIs), Observation and other techniques to collate views and project data ( both primary and secondary data ) for report production. The key stakeholders to engage will include: a) school based stakeholders -Teachers, Head Teachers, Community Education Committees (CECs), Child Protection focal persons and Community Education and learners of both boys and girls b) State and District level Ministry of Education officials – this will include state level MoE DGs, school Inspectors, Regional Education officers, District Education officials, Teacher training Tutors c) Federal or National level Education stakeholders – Federal goverment Ministry of Education Director General and departmental directors in charge of teacher development, EiE, Curriculum development and EIE cluster coordinators. The Monitoring assessment will cover all the project target regions and districts. The findings of the monitoring will then be consolidated into one final project report and submitted to CARE Netherland and CARE Somalia a week before the end of the contract period. The last day of the contract will be use to debrief the CARE Netherland and Consortium members focal persons for the project. The activities to be monitored and sampled project sites to visit will jointly be discussed and agreed upon by CARE Netherlands, the project team and the Consultant at the beginning of the exercise.

Scope of work:

The assignment will cover sampled locations from all the seven region targeted by EESDAC project and will assess the work of all the three members of the Consortium – CARE Somalia, Mercy Corps Somalia and DBG in their respective area of implementation. The consultant will monitor and evaluate the progress and quality of the activities implementation by each of the partners, the achievements reached in line with the defined project indicator targets and the impact attained under the four (4) project objectives areas indicated below and provide comprehensive quality report covering his /her findings

Objective 1: Increased access, attendance and retention of education to out of school children or at children risk of dropping out of school in disaster affected areas of Somalia/Somaliland Activities:

• Conduct Community enrollment campaigns in areas with high rate of Out of school children to sensitize parents to send their children to schools

• Rehabilitation of classrooms in schools with dilapidated classrooms not conducive for learning.

• Construction of Temporary Learning Spaces as start-up schools or expand learning spaces in IDPs camps and rural host communities in hard to reach areas with no learning centers

• Provision of desks and furniture’s to schools with no desks

• Construction of Gender Sensitive school Latrines with hand washing units to enhance safe sanitation in schools

. • Provision of Feminine Hygiene Kits to adolescent girls to improve their attendances, privacy and safe menstrual health managements.

• Provision of school uniforms to most vulnerable children from IDPs and host community households that cannot afford the purchase of uniform.

• Provision of incentives for CEC / MoE recruited teachers in IDPs and host communities learning centers with no teachers supported by the Ministry.

• Provision of Emergency Water supplies to schools faced severe water crisis during the peak period of dry seasons or drought.

• Provision of Covid -19 Prevention related activities at school level, including

. ▪ Purchase of masks for children and teachers ▪ Installation of hand washing units with running water and soaps to target schools.

▪ Purchase / Distribution of Soaps (bar soaps and or liquid disinfectants soap) / hand sanitizers to target.

Objective 2: Improved quality teaching and learning for school children in disaster affected areas of Somalia/Somaliland Activities:

• Provision of quality Learning materials (stationeries and textbooks) for newly enrolled children in schools and those at risks of dropping out

• Provision of Teaching Materials for Teachers in schools located in disaster affected areas.

• Conduct Pedagogical teacher training using Teacher in Crisis Context Training (TiCC) module to enhance the teachings skills of teachers in project targeted schools.

• Provision of support to the Ministry of Education to conduct supervision visits to schools to oversee quality teaching learning processes and ensure quality and timely implementation of the project activities at school level.

Objective 3: Strengthen the capacity of 1200 key stakeholders to deliver an effective and protective learning environment for learner’s wellbeing for 50,000.

• Train 1200 key stakeholders (330 teachers, 120 Education stakeholders’ officials, 45 tutors, 705 CEC members and local community leaders) on child protection and school safety issues such as Prevention of SGBV, early marriage, safe disciplinary practices, safe school environment and prevention of school attacks

• Train MoE officials on EiE preparedness and response in line with International Networks of Education in Emergencies Minimum Standards (INEE).

• Establish child protection focal persons in schools to enhance the child safety at school level. • Establish referral pathways and provide psychosocial first aid counselling to children faced with trauma or abuses.

• Facilitate state level MoE Management/Tutors to ensure 615 teachers targeted for capacity building support are sensitized on and signed the Teachers code of conduct.

• Sensitization of school children on personal safe hygiene practices (Including AWD/Cholera awareness, COVID 19 awareness, menstrual health awareness)

• Provision of recreational materials – volleyballs, footballs, net balls, etc. – for schools • Construction of Child friendly spaces in IDPs learning centers to enhance the safety and well being of the children.

Objective 4: Timely response to new Emergencies in Education sector because of unpredictable natural and Man made shocks in the 7 regions of Somalia/Somaliland

• Provision of Early emergency response assistance to 700 affected school aged children during new crises in the 7 regions of Somalia/ Somaliland. Methodology: The exercise will take place for 40 days with a focus on tracking specific planned activities implementation level and quality as well as writing and submitting the monitoring report. The consultant is expected to dive deep into the analysis of project activities implementation processes to clearly bring out the project achievements, success stories, and critical lesson learnt by engaging thoroughly with project staff and project target beneficiaries and stakeholders including the pupils (learners), teachers and CECs, MoE officials, parents and local villages /IDPs leaders to ensure quality data collection a cross wide groups for triangulation . The consultant will also make site visits to observe the quality of the infrastructure constructed / rehabilitated under the project and also identify key Case studies and/or human interest stories and document the same in the report Duration of the Assignment: The assignment is expected to take place from 20th July and end on 30th August to 2023. The first draft report should be shared by 25th August. The final report with necessary annexes should be submitted by 30th August 2023 and this will be accompanied by a power point briefing to the Consortium partners on the same day. Liaison and Communication: The Consultant will work under the supervision and guidance’s of the EiE Consortium coordinator assisted by the project MEAL manager and project managers of each of the consortium partners (CARE Somalia, Mercy Corps Somalia and DBG) responsible for their area of assignment. The consultant will also liaise with CARE Netherlands team for any technical issue that he / she feels consulting. Deliverables: The Consultant will be required to submit the following deliverables to the EIE consortium coordinator, MEAL manager and CARE Netherlands focal person for the project, a detailed End-line monitoring report which have to be submitted by the end of the contract. The report will have the following annexes • Inception report before the field work starts • A power point presentation brief to the Cosortium partners on the findings of the TPM exercise • All the tools / checklists used for the field data collection

• The final version of the TPM report Responsibilities of CARE:

• Provide consultancy fee for the task. • Provide transport during the engagement and while undertaking field visit assessment.

• Provide accommodation with meals at CARE guest houses during the engagement period

• Identification of project sites to be visited and mobilization of key stakeholders.

Responsibilities of the Consultant:

• The consultant will be expected to prepare/submit quality and detailed field monitoring report to EIE consortium coordinator, MEAL manager and CARE Netherlands focal point.

• Engage with key staff/KII to generate adequate information relevant to the assignment.

• Make field visits to project sites.

Qualifications for the Consultant:

• Master’s degree in education combined with a minimum of 5 years work experiences experience in Education programming in humanitarian/development settings.

• A minimum of one year experience in similar consultancy assignments.

• Experience in working in Education programmes in Somalia. • Experience in project design, implementation, monitoring, evaluation and reporting.

• Working experience in conflict and gender sensitive programming.

• Cultural sensitivity and adaptability to the context.

• High degree of integrity and professional responsibility

. • Flexibility, patience and ability to work under pressure in challenging contextual circumstances and working with tight deadlines. • Ability to work independently and at times with little supervision.

• Excellent communication skills (both written and oral English skills). Working knowledge of Somali language is an added advantage. • Strong computer literacy.
