1. Introduction

Deutsche Stiftung Weltbevölkerung (DSW) is a global development organization that focuses on the needs and potential of the largest youth generation in history. It is committed to creating demand for and access to health information, services and supplies and economic empowerment for youth. We achieve this by engaging in advocacy, capacity development, and reproductive health initiatives, so that young people are empowered to lead healthy and self-determined lives.

DSW envisions a world where all youth – especially girls and young women – live free from disease and make independent and informed choices over their sexual and reproductive lives with full access to sexuality education, health services and modern contraceptives.

About the Project

DSW is implementing Youth for Health (Y4H) project, a three-year initiative that will work to expand access to life-changing adolescent sexual and reproductive healthcare and rights (ASRHR), with a focus on reaching the poorest and most marginalized adolescent girls, including those with disabilities, in rural and hard-to-reach areas of Ethiopia, Kenya, Sie Leone, and Zambia. By unlocking demand and access and contributing towards changes in favour of supportive policies and funding environments, Youth for Health will increase and sustain access to ASRHR for girls and young women. This project is implemented in collaboration with MSI as the lead partner with funding from European Union alongside other consortium Partners in Ethiopia, Ghana, Kenya, Sierra Leone, Tanzania, and Zambia. DSW will further develop its capacity development model to reach a broad group of CSOs with training, while adding a mentoring phase targeting consortium partners.

Justification and objective of the Assignment

DSW is developing learning hub materials for our e-learning platform. The e-learning course has three modules, which will enable on-demand learning for users to become more familiar with the topic:

  1. best practices and theories for budget studies and domestic resource mobilization
  2. working with adolescent champions
  3. community scorecards and social accountability.

It is for this reason that DSW is seeking the services of a qualified and experienced individual or firm to create engaging and effective e-learning modules to facilitate comprehensive learning experiences using existing PDF content.

Tasks and Deliverables

Tasks

  • Create a storyboard for e-learning content, explaining complex concepts or processes.
  • Review provided PDF content (4 documents, approximately 150 pages in total) to understand key points and concepts.
  • Develop a detailed plan outlining the approach and timeline for converting content into various e-learning formats.
  • Collaborate with the internal team to ensure alignment with project agenda, project timeline, and organizational standards.
  • Deliver high-quality e-learning materials within specified timelines.
  • Create a set of interactive e-learning modules using PowerPoint with multimedia elements (text, images, videos, quizzes, etc.) for improved visual representation and easier consumption
  • Develop visually appealing infographics and visual summaries of key concepts.
  • Develop gamified content through interactive quizzes, simulations, or scenarios.
  • Design interactive assessments to measure learning outcomes.
  • Convert text content into audio format for podcasts and audio learning.
  • Implement feedback and revisions based on review sessions to refine and optimize the materials.

Deliverables

  1. Detailed project plan outlining the proposed approach and timelines.
  2. E-learning materials in various formats as specified, aligned with learning objectives.
  3. Review sessions for feedback incorporation and refinement.
  4. Finalized, high-quality e-learning content ready for integration into the platform.

Timeline

The project is expected to begin on 15th February 2024 and should be completed by 15th of May 2024. The successful candidate will be expected to provide regular progress reports and meet all agreed-upon deadlines.

Qualifications and Experience

The successful candidate should have the following qualifications and experience:

  • Proven track record in e-learning content development, showcasing expertise in transforming traditional content into diverse e-learning formats.
  • Experience in creating engaging, interactive, and learner-centric content.
  • Proficiency in relevant software/tools for content creation and e-learning development. Knowledge of iSpring learning software is a plus.
  • Ability to work independently, manage deadlines, and communicate effectively.
  • Creativity and innovation in devising various e-learning formats to suit different learning preferences and to accommodate persons with disabilities.

Selection Criteria

The selection of the successful candidate/firm will be based on the following criteria:

  • Relevant qualifications and experience.
  • Quality of previous work samples.
  • Ability to meet the requirements and expectations outlined in the Terms of Reference.
  • Cost-effectiveness.

  • Portfolio showcasing previous e-learning content development projects.
  • Cost estimation with breakdown based on deliverables.

The bid dossier should contain a technical proposal, financial proposal and organizational/personnel capacity statement.
