Terms of Reference (ToR) Assessment of Programme Intervention, Funding and Partnerships in Ukraine

Solidar Suisse

  1. Background

Russia’s invasion in Ukraine has caused an immense humanitarian crisis and significant global tensions. To respond to the humanitarian needs, Solidar Suisse partnered with the Ukrainian organisation Vostok SOS and VIS (Vinnytsia oblast) to provide humanitarian assistance to internally displaced people (IDP), among them the most vulnerable. The project covers Mental Health and Psychosocial Support, Evacuation and relocation, winterisation support as well as Multipurpose Cash Assistance (MPCA) in Vinnytsia, Zakarpattia and Dnipropetrovsk.

Solidar Suisse is registered in Ukraine and currently employs two staff members. As a basis for strategic discussions on the orientation of the Office in Ukraine, an assessment shall be carried out as described below.

  1. Objective

The proposed assessment shall support the development of a medium-term strategy for intervention of the Solidar Cooperation Office in Ukraine. The asssement shall provide contextual analysis and juxtapose opportunities and needs in Ukraine on the following themes:

  • Humanitarian action/emergency aid;
  • Reconstruction, economy & work;
  • Access to services, social protection, civil society
  1. Specific Tasks

The consultant(s) will thoroughly analyze the activity landscape, key actors (national and international), funding opportunities, possible nexus between different intervention logics and advise Solidar on the strategy in Ukraine. The following themes could be further analyzed in the assessment (to be considered as a guidance but not necessarily limited in scope or thematic area).

  1. Humanitarian action/emergency aid:
  • MPCA, Food/in-kind support, shelter repairs- light reconstruction, WASH. Building resilience for winters, protection
  • Regional/partner perspective: which organizations are doing what and where, analysis of feasibility (de-occupied, vs. central/western Ukraine)
  • Analysis of funding opportunities, donors, volunteer networks, partnerships.
  1. Reconstruction, economy & work (mid-term):
  • Livelihoods/employment opportunities for IDPs, entrepreneurship, capacity development, decent work, cash for work feasibility (requires analysis of national laws and regulations and interaction with various Ministries).
  • Potential additional topic: occupations health and safety
  • Analysis of funding opportunities, synergies with similar initiatives, volunteer networks, partnerships.
  1. Democracy & civil society:
  • Analysis of human trafficking and women’s rights. Assessment of vulnerabilities of different groups, needs for and access to social protection.
  • Analysis of regional perspective taking broader look at migration trends in CIS countries and Europe- identifying potential for a regional project on protection of women’s rights in host countries, identifying synergies with other initiatives, funding opportunities and partners.
  1. Scope and Methods

The consultancy has several phases and includes a desk study and field work (e.g. key informant interviews, partner meetings and assessments).

Overall, the assessment shall be designed for 25-30 consultancy days.

Deliverables and time

  • Inception report (January 2023)
  • Mapping of relevant donors, partners, sectors, incl. assessment of feasibility/security
  • Presentation of initial findings incl. strategic intervention options (online or hybrid)
  • Final report (February 2023)
