Background

War Child Canada (WCC) is an international charity organization registered in Toronto, Canada, dedicated to helping children and their communities overcome the devastating effects of active and post-war. Its vision is “Accelerating Peace by disrupting the cycle of violence” and its mission is “Driving Generational Change for The Hardest Hit by Investing in The Power of Local Communities.”

Since being founded in 1999, War Child Canada has worked in 20 countries across the world and we are currently operational in Afghanistan, Yemen, Sudan, South Sudan, the Democratic Republic of Congo (DRC), and Uganda.

During the past five years, War Child Canada reached over 2,500,000 conflict-afflicted children and adults; 985,000 people benefitted from War Child’s educational initiatives; 480,000 people were helped to climb out of poverty and 1,075,000 people learned more about their rights and had better access to justice systems.

War Child Canada (WCC) has been operating in refugee-hosting districts in Uganda since 2005. War Child Canada is registered as an international non-governmental organization (INGO) and holds a registration as a law firm in Uganda. War Child Canada is currently implementing education, protection, and livelihood programs and currently implements projects in nine refugee hosting districts in Uganda (Adjumani, Koboko, Madi Okollo, Terego, Yumbe, Obongi, Isingiro, Kikube, Kamwenge)

The BRIDGE PROJECT: War Child Canada in partnership with Mastercard Foundation, Community Empowerment for Rural Development (CEFORD), Education Local Expertise Uganda (ELECU), and eight refugee-led community-based organizations, is implementing the BRIDGE: From Secondary Education and Skills Development to Job Opportunities for Refugee and Host Community Youth in Uganda project.

The 5-year BRIDGE project (2022 to 2027) is part of the Mastercard Foundation’s Young Africa Works Strategy (2018 to 2030) to address the youth unemployment challenge among refugee and host communities in 9 refugee settlement areas in Adjumani, Obongi, Isingiro, Kamwenge, Kikuube, Yumbe, Terego, Madi Okollo and Koboko districts.

War Child Canada and project implementing partners employs a gender-sensitive and inclusive approach to programming, to empower young people, and recognize their potential as agents of change to ensure effective implementation and sustainability of the interventions. This will be achieved through two outcomes.

  1. Increased access to market-relevant secondary and tertiary education and skills for refugee and host community youth
  2. Improved capacity of education institutions and teachers to offer quality and relevant education and skills for refugee and host community youth.

BRIDGE’s overarching program goal is to improve access to quality & relevant education and skills for 73,439 refugee/host community youth and transition 38,912 refugee/host community youth to dignified and fulfilling work in Uganda by 2027.

The program supports young people in their transition to dignified work and thrive in their chosen form of employment or livelihood. To this, the project undertook a baseline, with a market assessment as an integral part to establish the status of these young people on various parameters, especially on-demand market skills around which this call is being made. With the UPSHIFT business incubation “boot camps”, financial support to young people to access training programs, and pairing young people with mentors from the business community, with annual assessments and adaptations, the project envisions the desired transition.

Consultancy summary

Purpose of the consultancy

To support the development of a training manual/guide the market-oriented training and to conduct a Training of Trainers (TOT) for 12 staff/trainers from 2 CSOs (Civil Society Organizations) and 5 WCC staff.

The CSOs will then cascade the training to 2880 youth for 2 months. The two CSOs include; Community Empowerment for Rural Development (CEFORD) based in the West Nile region and Education Local Expertise Centre Uganda (ELECU) based in South Western region

Specific objectives include:

  • To develop a training manual and toolkits for the 2-month market-oriented training.
  • To conduct 2 TOT for the CSO staff/trainers (6 each) and 5 WCC staff
  • To develop a TOT training guide and toolkit.

Scope of work:

Key deliverables

  1. Draft inception report: Upon signing the contract, the consultant will have 5 working days to submit a detailed report on the proposed approach to this assignment. The inception report will include a detailed description of the methodology tools and expected outputs.
  2. Revised inception report: Following the provision of feedback on the first draft of the inception report from War Child Canada and partners, the consultant will incorporate revisions and recommendations from War Child Canada.
  3. A draft of the market-oriented training manual will be sent for review,
  4. One market-oriented training manual created, tested, and ready to be used. The consultant will develop a simple, elaborate, and resourceful market-oriented manual with all the market functions, market systems, and market assessments.
  5. Two training TOTs conducted with two CSOs (6 staff/trainers each) and are ready to train the youth.
  6. The consultant should provide all the necessary training materials to the TOTs.
  7. The final report of the TOT training and toolkit will be developed with feedback from WCC addressed.
  8. Final report submission of the assignment.

Key outcomes.

  1. Approved market-oriented training manual and toolkit by WCC
  2. Approved TOT guide by WCC
  3. Approved TOTs training report by WCC

Approach: The consulting firm will conduct a mixed-method assessment; consultation, review of available literature, and research, inclusive of the Bridge Labour and Market Assessment report with the structures

  1. Consultation can be done with the engagement of the 2 CSOs (ELECU & CEFORD) and different stakeholders like the Directorate of Industrial Training (DIT), Ministry of Education and Sports (MOES), Ministry of Gender, Labour and Social Development (MGLSD), and BTVETs in the project target districts.
  2. The consulting firm will organize two training sessions for the TOTs within West Nile and Southwestern Uganda and be responsible for providing and coordinating training sessions, in consultation with WCC.
  3. The training guide and final report of the assignment will have graphic design and will be formatted by the consultant/ team, with feedback from War Child Canada.

The assignment is expected to take a maximum of 2 months (8 weeks) /50 working days beginning on 11th December 2023. The final assignment report and all other deliverables should be submitted to War Child Canada by 9th February 2024

Experience, skills

War Child Canada is looking for a competent firm/individual with the skills, knowledge, and proven experience set above. Applications from consulting firms will be assessed on their ability to demonstrate the following qualifications, experiences, and competencies:

  • The consultant should have a bachelor’s degree in Agribusiness, Business administration, or any related field from recognized Institutions.
  • The consultant should have experience of 5 and above years of doing similar work, training experts, and developing market-oriented training manuals and materials with reference from reputable organizations.
  • Should have experience working with local communities in emergency settlements.
  • The consultant should have experience working with the youth.
  • Experience working in Uganda.
  • Strong English language skills required, other local languages an asset.

Travel

Travel to the project field locations is required to engage the CSOs and also conduct the TOTs; (ELECU is based in Southwestern region & CEFORD is based in the West Nile region.

*Travel costs are the responsibility of the consultant and should be included in the proposed budget
