We are a growing organisation, working with children and youth with partner organisations and through direct implementation in some very challenging places. We’re focused on child protection, education and livelihoods, and our projects range from providing short term psychosocial support to children affected by conflict to supporting the development of sustainable child protection systems. We work in complex conflict settings which range from acute emergencies to protracted humanitarian crises, and we aim to respond to crises, support recovery, and build resilience.

Purpose: The purpose of this assignment is to support War Child UK in developing the capacity and strategic direction around SGBV programming as well as providing direct technical guidance to a new SGBV focused project for WCUK in DRC.

About us

War Child, the charity for children affected by war. We are a specialist charity for children in conflict, delivering high-impact programmes that are rebuilding lives across Afghanistan, Iraq, the Democratic Republic of Congo (DRC), Central African Republic and Yemen. Background: War Child UK has a strategic objective to scale up its support to (S)GBV survivors in DRC given the gaps of specialised SGBV actors on the ground as well as the growing numbers of survivors requiring support. It is recognised that to do this safely, there is a need to ensure teams on the ground (both WCUK and partner) have the capacities and technical knowledge to support beneficiaries with survivor-centred, high quality and safe case management services and that WCUK has the appropriate systems in place. WCUK has just secured new funding to scale up the SGBV programming in North Kivu and requires additional technical capacity to ensure this project meets safety and quality standards.

Overall objectives of the consultancy: This consultancy will aim to provide War Child DRC with technical support for the implementation of an SGBV project, provide SGBV strategic thinking to guide future programming and fundraising and roll out a 6 day SGBV training to staff and partners in country using WCUK’s pre-designed training and tools and assess capacity of two local partner staff, including designing a capacity building plan.

Process and Methodology:

The consultant is expected to conduct the following:

  • Provide project start up technical support to a new UNICEF grant, including reviewing the project documents to outline how activities should be implemented and ensuring the appropriate tools are in place.
  • Develop and roll out an SGBV capacity assessment of two pre-identified partners, and subsequently design a capacity building plan
  • Identify gaps in qualitative knowledge around SGBV and design a ToR for future strategic piece of research
  • Conduct strategy workshop with key WCUK and partner staff and design short position paper/strategic paper to outline future direction and considerations
  • Identify with the country office who to offer SGBV training to and adapt the WCUK 6-day SGBV training materials for these audiences and deliver training.

Deliverables Expected outputs:

  • Once the contract is agreed, the consultant will develop and share an inception report with a detailed work plan/schedule of the activities, methodologies and descriptions of the final deliverables to be provided
  • Develop an SGBV position paper for WCUK in DRC that outlines WCUK’s added value in SGBV programming and is based on secondary data needs analysis
  • Partner capacity assessment and capacity building plan for two pre-identified partners
  • A report on a 6 day training to WCUK staff, partner staff and other key stakeholders on SGBV, including DIVAS. This could include two sets of training to internal WCUK staff and partners and external stakeholders

Terms and Conditions The consultant will use her/his own office/resources/materials and computer in the execution of this assignment.

Supervision and Reporting: The consultant will be responsible to keep War Child abreast of progress through weekly updates. S/he will be supervised by War Child DRC Head of Programmes

Consultant Specifications:

  • Significant experience in Child Safegarding-GBV/GBV programming in conflict affected areas, preferably in West and Central Africa
  • Excellent knowledge and experience of child protection in emergencies and/or working with children affected by conflict and/or with children affected by conflict
  • Significant experience in partnership approaches
  • Highly driven, dependable and results oriented with an appreciation and knowledge of learning and assessment tools
  • Excellent verbal and written skills in English and in French (essential)
  • Politically and culturally-sensitive approach required
  • Patience, tact and diplomacy and able to exercise confidentiality
