Established in London in 1987, ARTICLE 19 works for a world where all people everywhere can freely express themselves and actively engage in public life without fear of discrimination. Our mission is to promote and defend the universal human rights of freedom of expression and information around the world, through international advocacy, legal analysis, and regional and national projects.

In the previous five years, one of the key achievements of ARTICLE 19 has been expanding and strengthening our international reach by consolidating our presence outside the UK, recruiting national or regional staff, and establishing strong and operationally autonomous national or regional offices. Being based in the countries and regions on which we work, we believe we have a better understanding of regional and national realities and local needs and thus have greater impact on freedom of expression developments. We are able to respond more swiftly to opportunities or crises. We are closer to our partners, and thus more capable to respond to their demands and strengthen interactions and capacities.

Purpose of the consultancy

ARTICLE 19 has now established a Regional Office for Europe in Amsterdam, and started to hire staff in The Netherlands, as well as in other EU countries, some of which were moved from the International Office in London, UK. Also, staff working for the International Office are now hired through the Regional Office.

The Regional Office for Europe needs to develop a coherent set of Human Resources policies and provide coherence to the terms and conditions of staff, consistent with national legal requirements and best practice, in line with the organisation minimum human resources standards and in equity with A19’s international reward framework.

Major Duties and Responsibilities:

In order to inform those policies, A19 needs a consultant that in a first phase will drive internal consultations with the Senior Leadership Team, People and Culture Team, the Regional Director of Europe and other key stakeholders in order to establish organisational guiding human resources principles. These guiding principles should be rooted in what is right for the organisation, in line with the organisational values. The consultant will need to create our strategy of intent, our key issues, drivers and obstacles and from where do we need our staff to work from.

Person specification

  • Expertise on organisational human resources strategy
  • Dutch human resources and labour law
  • Expertise on interplay between Dutch human resources law and human resources law in other EU countries.

Duration and dates of the assignment

  • 1 month – 1st October 2023 to 1st December 2023

Timeframe of deliverables

The consultancy is proposed for a period of 1 month and includes the following expected results:

  • Phase 1 – Facilitate a consultation process with key stakeholders
  • Phase 2 – A first draft of the organisational guiding human resources principles
  • Phase 3 – A final draft of the organisational guiding human resources principles, following final consultation with the Senior Leadership Team.

Payment schedule

· 35% upon completion and ARTICLE 19’s approval of deliverables under Phase 1

· 35% upon completion and ARTICLE 19’s approval of all deliverables under Phase 2

· 30% upon completion and ARTICLE 19’s approval of all deliverables under Phase 3

Payments will be made after ARTICLE 19’s approval of the outputs submitted by the consultant and are expected to be processed in a 14 days’ period after submission of the invoice.
