Project Title: Strengthen an Innovative System for the reduction of Greenhouse Gas Emissions and environmental impacts of the nascent beef industry in Uganda in support to rural sustainable transformation (SIRGE). The project is funded by European Union and is being implemented in Mbarara and Nakasongola Districts.

Project Description

In Uganda, the systems for measuring and monitoring changes in livestock GHG emissions are under-developed despite the growing importance of inventories and the increase in countries’ ambitions to undertake mitigation action in the agriculture sector. Uganda is yet to acquire an efficient and robust Data Management and Emissions Inventory system to monitor livestock Greenhouse Gas (GHG) emissions at national level, thus the accuracy of reporting data on livestock derived emissions is still severely limited. There is need for more accurate and robust information on livestock GHG emissions and productivity.

SIRGE with funding from the European Union seeks to contribute to the climate relevant, productive and sustainable transformation of agricultural and food systems in Uganda. The SIRGE consortium partners (ACTED, MWE-CCD, ATTA, APRI Global, ESIPPS, Punta360, and NALIRRI) will collect data and generate information that will contribute to improving the accuracy of livestock emissions accounting; informing national climate change mitigation and adaption policies; climate-smart interventions; environmental conservation actions; and Uganda’s National reporting processes to the United Nations Framework Convention on Climate Change (UNFCCC). The action will be undertaken in the Mbarara and Nakasongola livestock corridor districts of Uganda.

Project Objectives

Overall objective: To contribute to the climate-relevant, productive, and sustainable transformation of agriculture and food systems in Uganda

Specific objective: To foster innovation and access of rural communities and institutions to new technologies for rural transformation through the reduction of Greenhouse Gas (GHG) emissions and environmental impacts of the nascent beef industry in Uganda.

Expected outputs

1) One database to foster Innovation in livestock agriculture for food and nutrition security is developed

2) An innovative, sustainable and internationally acceptable tool for measuring GHG emissions is developed / enhanced and its use disseminated

3) Knowledge and evidence-based livestock management practices in adapting to, and mitigating, climate change is increased

4) National and regional agricultural research architecture and innovation capacities to apply DeSIRA and promote multi-stakeholder partnerships enhanced

Project activities

  1. Measure GHG emissions from livestock data collection and mapping

  2. Data characterization modelling and application of GHG emission linked to livestock rangelands

  3. Capacity building and dissemination of the best practice information of the livestock management practice to reduce GHG emissions.

Objectives of the assignment, roles and responsibilities of the Local consultant

The overall objective of this consultancy is to assess the training needs on climate change adaptation in sub-counties of the project area.

The assessment will guide the development of training materials for trainers and trainees to be used over the course of the project. The assessment also will be used as a baseline for the project against which progress towards expected outcomes can be tracked and the overall performance of the project assessed.

· Assess training needs on climate change adaptation and mitigation at the community and local authority levels;

· Identify existing and previous projects, knowledge and skills relating to Climate Change activities in the geographical scope and document experiences and lessons learned from previous capacity building initiatives to be considered in the new training program

· Develop knowledge products around climate change adaptation practices that can be used by Livestock farmers in the country including documentary of existing interventions

· Develop a data base of projects and actors with similar interventions in the project area

· Adopt existing materials for the training program and customize the training.

· Work with ACTED and partners conduct training to 120 youth, women and LG officials (60 in Nakasongla and 60 Mbarara)

· Produce gender disaggregated report at every stage of engagement.

Qualifications

The consultant or the consulting firm must have a varied mix of skills and competences and they must have undertaken similar works in Uganda in the last 5 years. The following competencies are mandatory.

• A minimum of bachelor degree in Agriculture, Animal husbandry, Agro-Ecology, Climate Change and Development Studies, BSc. Agriculture and BSc in Agricultural Extension (Masters in a similar field is preferred) and other related disciplines.

• Minimum of 7 years of experience in implementing climate smart agriculture program

• Ability and demonstrated experience with climate smart agriculture innovations.

• Demonstrated ability to manage and evaluate climate change adaptation and resilience activities with focus on agriculture production.

• Minimum of five years of experience in coordinating and administering evaluations/ baseline/end line studies, preferably for international non-governmental organizations or multilateral agencies and multi-country studies.

• Proficiency in qualitative and quantitative methods of data collection and analysis.

• Experience in development and designing technical documents and training manual customized for farmer training.

• Experiences on cross-cutting issues such as gender and social inclusion.

• Fluency in English is required and working knowledge of local languages spoken in Nakasongola and Mbarara is an added advantage.

• Ability to apply research ethics, ACTED ethical guidelines, applicable government policies, and a gender and inclusion approaches to all phases of the assignment

· Demonstrated previous experience in coordinating and administering studies of a similar nature.

· Proposed plan for sampling frame, site selection, enumerator training, data collection, data entry and management.

· Proposed methodology

· Ethics and child safeguarding approaches, including any identified risks and associated mitigation strategies

· A proposed timeframe detailing activity and a schedule/work plan

· Previous experience/mandates similar in nature including type of study, sector, organization.

· If applicable: Team composition and level of effort of each proposed team member.

· If applicable: Police clearance or evidence of other authorizations in order to access the program sites

  1. A financial proposal with a detailed breakdown of costs for the study

· Itemized consultancy fees/costs.

· Itemized administrative expenses.

· Expected payment plan and method.

· Copy of registration certificate, VAT and other relevant documents.

Note: available budget is 5,000EUR. Financial Proposal should be submitted in UGX.
