1. General Background

Oxfam is an international confederation counting 19 organizations working together with partners and local communities in more than 90 countries. Oxfam has been working in the Occupied Palestinian Territories and Israel (OPTI) since the 1950s, a country office was established in Jerusalem in the 1980s. Oxfam mainly works in the most vulnerable communities, in Gaza, East Jerusalem, and Area C.

2. Project Background

Naseej is a regional project that connects women voices and actions to end violence against women in the MENA region. The project will tackle Sexual and Gender Based Violence (SGBV) in conflict and occupation affected areas, through channeling financial support to women rights and civil society organizations (WROs and CSOs) to prevent and respond to SGBV. This will be done in parallel with technical and capacity building support to strengthen the capacities in these organizations to support of their work. in conflict and occupation affected areas.

The Project targets the 3 fragile and conflict-affected countries of Yemen , Iraq, and the Occupied Palestinian Territory (OPT – West Bank, in particular, Area C, East Jerusalem, Gaza Strip).

The project’s Overall objective/Impact is to contribute to more gender-equitable societies in Iraq, Yemen, and the Occupied Palestinian Territory (OPT) in which women and girls live free from violence across all spheres of life. The Specific objective of the project is to support women’s rights civil society organisations (WROs) in the target countries to effectively prevent and respond to sexual and gender-based violence (SGBV) during conflict

The Intermediate Outcomes of the project are: 1) Partner WROs show improved organizational capacity to function more independently and effectively to deliver prevention, response, and advocacy programmes/initiatives on ending SGBV, 2) SGBV is less socially acceptable in targeted communities, including among men and boys, and 3) Oxfam and WRO partners more effectively influence national and international policy and decision makers on SGBV policy and legislation and international humanitarian law (IHL) obligations.

3. Description of the Assignment

Oxfam seeks to hire a firm or individual trainer to work with Naseej Project Team in OPT to provide training and coaching on Monitoring, Evaluation, Accountability and Learning (MEAL) for the project’s partner organizations staff in the West Bank and Gaza Strip, namely, SAWA, Witness, Reform, Bait-Byout, Qader, WCLAC, CWLRCP, and Al-atta Charitable Society.

The overall objective for this assignment is to enhance the participants’ and the organizational capabilities to perform MEAL activities effectively and efficiently during and after the project’s life. According to the partners capacity building plans designed for the eight partners, the requested service shall include:

A. Off Job Training addressing the Following Topics: MEAL Concepts and Definition, the project cycle of MEAL, Theory of Change (ToC), logical model, development of a MEAL plan, Results framework, developing tools to measure indicators, Accountability and MEAL, Gender mainstreaming in MEAL, Feminist MEAL, MEAL in influencing, and quantitative and qualitative data collection and analysis approaches.

B. On Job Training /Coaching of the Following Topics: Development of (MEAL) Plan , development of indicators (both qualitative and quantitative), Indicator Tracking Table (ITT),Methods of data collection and analysis, preparing the M&E budget, developing of ToRs for MEAL actions such as (baseline/end-line study, preparing the Evaluation ToR), conducting (baselines /endlines, project monitoring reviews, project evaluation …etc.), different approaches to evaluation, evaluation of results (Relevance, Impact, Sustainability, Efficiency, and Efficiency), evidence-based approach, social accountability mechanisms, and use of MEAL data for decision making and learning.

Detailed approach & timeframe:

The selected firm/consultant will be given six days to develop his inception plan. The plan should include proposed training package that addresses training objectives, and the detailed time plan with delivery dates of specific trainings. After Oxfam approval of the plan and the training package, the firm/ consultant shall provide 6 off-job training days (3 days in West Bank and 3 days in Gaza Strip) for around 25 participants from the 8 partners organizations in the West Bank and Gaza strip.

The on job-coaching activities and areas will be developed based on the assessment after the off-job training and with agreement with partners staff and Oxfam Gender Justice MEAL Officer .

The consultant shall provide up to 25 hours of one-on-one coaching sessions either in person or virtual to each partner organization, particularly relevant MEAL staff. . The distribution of the coaching sessions over the 3 months will be agreed between the consultant and the partner organizations and shall be presented in a coaching plan. The consultant should use a valid and sound evaluation methodology to evaluate participants’ progress during the coaching period besides keeping Oxfam MEAL Officer updated on the progress. At the end of the coaching sessions, the consultant should provide Oxfam with a final report that describes the implemented activities under both the on-job and off-job training and presents the participants’ progress evaluation. Also, the report should suggest a set of recommendations and explain the way forward in the MEAL capacity for the 8 partners organizations.

4. Scope of work and deliverables:

In collaboration with Oxfam:

· Develop the detailed time plan with delivery dates of specific trainings during the initial scoping exercise phase. The plan should be shared and agreed with Oxfam.

· Design a training package that addresses the above listed objectives (Oxfam must approve the training package before the implementation).

· Execute the approved training package in accordance with the training plan.

· Design and deliver a coaching program for MEAL/relevant staff from the 8 organizations

· Provide each partners staff members with up to 25 hours of one-on-one coaching sessions either in person or virtual with total of 200 coaching hours for the 8 partners.

· Develop and implement pre and post evaluation to detect participants’ reaction and learning progress during the training.

· Oxfam is responsible for all logistics for the off-job trainings.

· Submit a high-quality report in English drawing on summary, evaluation and key recommendations

Throughout the whole assignment, the consultant must be in constant coordination and communication with Oxfam Gender justice MEAL Officer

5. Qualifications and Experience

Essential skills and qualifications:

The ideal consultant will have at least 7-10 years of relevant experience. The consultant should have the following skills and competencies:

· Demonstrated expertise of capacity building and training of MEAL and non-MEAL teams.

· An extensive and proven experience in designing and developing MEAL training materials.

· Proven experience in MEAL coaching and on-job training for MEAL teams.

· At least 7-10 years of experience with MEAL processes, systems and procedures.

· At least 3 years of experience working with local civil society organization in Palestine.

· Knowledge and experience of using participatory and innovative facilitation techniques.

· Experience in Gender mainstreaming in MEAL and Feminist MEAL.

· Proven management ability and inter-personal skills.

· Acknowledged similar consultancies with recognized organizations.

· he consultant must have an effective report-writing and strong oral and written

· communication skills both in English and Arabic, and a good analytical and conceptual skills, strong planning, organization and administrative skills.

How to apply

Application Process

Interested trainers and firms are invited to submit an Expression of Interest (EoI) with the experience and skills described above. The EoI must include the following:

a. A cover letter of no more than 2 pages introducing the trainers/ organization and how the skills and competencies described above are met, with concrete examples (organization profile outlining similar experience).The cover letter should also reflect the number of days to complete the assignment, daily rate and total financial offer (cost). The cover letter should also indicate consultants’ availability for the proposed period.

b. An outline of no more than 6 pages of the proposed process and key considerations including:

1) Proposed outline methodology

2) Proposed actual number of days, timeframe and team size

3) Detailed financial offer/ costs and registration and a valid deduction at source certificate . It is expected that the financial offer includes a budget breakdown costs including the daily rate as per the following table:
