About NAPAD

Nomadic Assistance for Peace and Development (NAPAD) is a non-profit organization that provides humanitarian assistance and fosters sustainable development in Kenya, Somalia, Ethiopia, and other vulnerable regions. NAPAD’s vision is “Justice, peace and prosperity in the Horn of Africa.” Our Mission is “to promote sustainable peace and human development amongst vulnerable communities in the Horn of Africa through the advancement of social justice, economic resilience, and climate change adaptation.”

NAPAD focuses on five programmatic areas, namely:

Assignment

The International Medical Corps (IMC) together with the International Council of Voluntary Agencies (ICVA) are supporting NAPAD in strengthening her capacity to respond to climate induced emergencies. Towards this end, NAPAD has received a microgrant to finance development of organizational policies, train staff and procure software that will enhance her sustainability. One of the organizational policies to be developed is a climate change policy that will guide NAPAD on how to conduct her operations in the woke of more frequent and severe climate induced crisis. The policy will provide a clear framework of NAPAD’s climate adaptations in her programmatic responses and measures to reduce her carbon footprints.

Purpose and Objective of the Assignment

This consultancy aims to assist in the development of NAPAD organizational climate change policy that will guide NAPAD in climate adaptations in her programmatic responses and measures to reduce her carbon footprints.

Scope of Work

Assess and evaluate NAPAD’s programmatic responses and operations with a climate change lens

Develop a comprehensive climate change policy that aligns with NAPADs vision, mission, and strategic goal.

Sensitize NAPAD staff on the climate change Policy

Deliverables/Outputs

Detailed Inception Report, outlining the methodology and timetable with agreed delivery dates for specified deliverables.

Comprehensive Status Report, presenting findings of NAPAD’s programmatic responses and operations in the context of changing climatic conditions identifying existing gaps and proposed solutions.

Finalized Organizational climate Policy with clear implementation plan and M&E framework.

Qualifications and Work Experience of the Consultant/ Firm

The consulting firm or consultant should possess the following qualifications and experience:

1. The firm or consultant must demonstrate significant experience and expertise in managing or consulting on environmental/climate change programs, with at least 7 years demonstrated experience in leading climate change programming and developing climate change related policies. Additionally, experience in developing policies, strategies and policy analysis in humanitarian and development programmes is essential.
2. Hold an advanced degree at the master’s level in a relevant field, such as Environmental studies, Environmental planning and management, Environmental science, climate change, Natural Resource Management.
3. The consultant(s) should be competent and dedicated, easily accessible for feedback, and possess excellent communication and writing skills.

Reporting:

The consultant will report directly to the Programs Director.

Evaluation Criteria:

Late applications will be disqualified. Only shortlisted applicants will be informed and evaluated against their experience (20%), technical proposal (50%), and financial proposal (30%).

Terms of Payment:

50% upon submission of the draft Policy

50% upon submission and acceptance of the final policy.

Duration of the assignment:

The assignment is anticipated to span a maximum of 9 working days, distributed across 20 days.
