TERMS OF REFERENCE FOR CONSULTANCY TO CONDUCT AN END OF PROJECT EVALUATION

About International Justice Mission (IJM)

IJM is a global organization that protects people living in poverty from violence by partnering with local authorities to rescue victims, bring criminals to justice, restore survivors, and strengthen justice systems. IJM has been operating in Uganda since 2004 to date and has an office presence in three regions – Western region – Fort Portal, Kasese and Kamwenge; Northern region- Gulu, Karamoja, and Tororo; and Central region, – Kampala. IJM’s vision in Uganda is that vulnerable women and children are protected from violence by 2030.

Project Background

Since 2021, IJM with the support of OAK Foundation, has been implementing a 3-year project titled “Combatting Sexual Violence Against Children by Reducing Impunity” whose focus is to prevent and respond to sexual violence against children (SVAC). The project’s main goal is to increase safety for children at the local level through increased accountability for offenders through a functioning justice service response mechanism (DAC) and ‘zero tolerance’ throughout the community. The 3 main objectives of the project are to develop a fully functioning coordinated community response (CCR) mechanism and pilot it, enhance the capacity and coordination of justice service providers to respond to reports of SVAC with a Victim-Centred approach and to increase community confidence in and engagement with the justice system. The project is being implemented in 9 districts namely; Kamwenge, Kabarole, Kasese, Bunyangabu, Kitagwenda, Kyenjojo, Kyegegwa, Ntoroko and Bundibugyo. The first phase of the project will end on 31st January 2024. It is against this context that IJM is seeking to hire a consultancy firm or individual consultant to conduct an end of project evaluation for the first phase.

Objectives of the Evaluation

  1. To evaluate the relevance, impact, effectiveness, efficiency, coherence and sustainability of the project.
  2. To assess the extent to which the project objectives have been achieved.
  3. To generate lessons learnt and best practices of the project to inform the next phase of project implementation.
  4. To provide recommendations to strengthen similar work in future.

Scope

The evaluation will be conducted across the 9 districts of project implementation. The study covers the period 2021 – January 2024 and will cover the 3 focus areas of the project.

Evaluation Criteria

The evaluation will adopt the OECD-DAC network on development evaluation criteria focusing on the relevance, effectiveness, efficiency, impact, coherence and sustainability of the project.

Methodology

The evaluation will employ qualitative and quantitative data collection techniques. The consultants will be expected to review project documents to acquaint themselves of the project design, hold interviews with IJM project staff and stakeholders in the respective districts and focus group discussions with a select individuals. The consultants will be expected to develop an appropriate evaluation design, develop data collection tools, data analysis plan, dissemination plan and ethical considerations.

Key deliverables

The consultants will provide the following key deliverables;

  1. An inception report clearly detailing the proposed methods, designed data collection tools and proposed implementation plan.
  2. A draft end of project evaluation report accompanied by a Powerpoint presentation summarizing the key findings.
  3. Submission and presentation of the final report to IJM staff after the validation workshop.

Timelines

The evaluation will be undertaken for not more than 30 working days from the date of signing the contract. The evaluation will be conducted in the following proposed phases;

Activity Schedule

  • Tendering/Advert (24th – 6th December 2023)
  • Consultant selection and contracting (7th – 15th December 2023)
  • Submission of inception report proposal and tools (20th December 2024)
  • IRB submission (15th January 2024)
  • Data collection, analysis and reporting (1st February – 8th March 2024)
  • Submission of draft evaluation report (15th Feb- 1st March 2024)
  • Report review and comments(12th March 2024)
  • Submission of final evaluation report and validation (15th March 2024)
  • Dissemination meeting (31st March 2024)

Skills and Qualifications

  • The lead consultant should possess an Advanced university degree in monitoring and evaluation, project management, Social Sciences, Development Studies or a related field.
  • Track record of more than 7 years conducting evaluations, assessments or similar assignments
  • Experience working in the Rwenzori region and with local leaders.
  • Excellent communication and facilitation skills
  • Excellent understanding of ethical issues in research
  • Knowledge of local languages spoken in the Rwenzori region would be an advantage.
  • Demonstrated proficiency with using Microsoft Office Suite.
  • Ability to analyse and interpret data, identify errors, and prepare reports.
