Objective

The objective of these terms of reference is to provide support for the development of funding proposals and report writing encompassing projects from the Emergency Health Unit.

Desired outcomes

  1. Grant Application development for external donors

In collaboration with the Emergency Health team, to provide support in the development of grant applications for potential external donors.

  1. Narrative Report Development

In collaboration with the Emergency Health team, the consultant will produce 10 narrative reports on Global Health Security programmes for submission to external audiences.

Alignment to the IFRC’s objectives and strategy

The Emergency Health Unit’s work is aligned with the IFRC Strategy 2030 Global Challenge 3: Growing gaps in in health and wellbeing and Transformation 5: Influencing Humanitarian Action. The Emergency Health Unit also is aligned to the 2019 Red Cross and Red Crescent resolution to prevent the spread of epidemics and pandemics through early detection, preparedness and response and maintaining a principled approach supporting National Societies through the digital transformation.

Time allocation

Up to 50 days between 01.03.2023 and 30.09.2024. Home-based, no travel expected.

As agreed upon between Emergency Health project technical leads and the consultant.

Management of consultancy

The consultant will be managed by the Epidemic and Pandemic Preparedness Programme Manager with technical support and communication from various file holders.

Desirable requirements

  • Fluency in English (written and verbal) is required, with intermediate knowledge of French desirable.
  • Strong experience in developing donor proposals and writing donor narrative reports.
  • High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels.
  • An Advanced University Degree in public health, global/international health, epidemiology or other health-related sciences is preferred.
  • Prior experience with Red Cross and Red Crescent National Societies, IFRC and/or ICRC.
