CARE

CARE’s humanitarian program in NW Syria started in 2013, via implementation through partners inside Syria. CARE’s office, which is located in Gaziantep, Turkey, manages both Turkey and cross-border Syria programming. In 2020, CARE started direct implementation in Northwest Syria, and has a field office in Jarablus, Aleppo governorate. CARE’s strategy in Northwest Syria is a mix of direct implementation and a partnership approach with Syrian Non-Governmental Organizations (NGOs), prioritizing hard-to-reach areas that lack humanitarian assistance. CARE works with partners on a continuous basis to help them build their capacity to make a long-term contribution to effective humanitarian action in Syria.

Current operations are implemented with established local partners in Aleppo and Idleb governorates. CARE works with seven local Syrian NGOs with expertise in humanitarian response, established relations with communities, and solid understanding of the local Syrian context. Due diligence and capacity assessments for all local Syrian NGOs are completed and updated regularly. Furthermore, CARE’s added value includes our ability to access international funding as a trusted international NGO partner, and technical expertise in the Gender, WASH, Shelter, Emergency and Cash Response, Livelihoods and Economic Recovery, Protection, and Health sectors.

Activities in Northwest Syria are already heavily regulated and need to be monitored to ensure that all activities meet international compliance standards. To comply with anti-money laundering, anti-bribery and corruption regulations, and to mitigate the potential risk that working in a high-risk context entails, additional Enhanced Due Diligence (EDD) activities are required, which will help monitoring program activities and will ensure that CARE is not exposed to legal, reputational, financial or other significant risks. EDD is intended to provide a greater level of scrutiny of potential business associates, third party providers and external stakeholders CARE engages with to highlight risks that cannot be detected by geopolitical or country level analysis or at the batch-screening level.

Purpose:

CARE requires external services of Enhanced Due Diligence (EDD) solutions with a high-quality programmatic approach towards assessing potential risks from new and existing stakeholders, third parties, program activities and partners in the High Risk Context of Northwest Syria (NWS). The service provider should be familiar with EDD practical steps for High Risk Customers as recommended by the Financial Action Task Force (FATF) and the relevant risk-based approach:

  • Obtaining additional identifying information from a wider variety or more robust sources and using the information to inform the individual customer risk assessment;
  • Carrying out additional searches (for example, verifiable adverse media searches) to inform the individual customer risk assessment;
  • Commissioning an intelligence report on the customer or beneficial owner to understand better the risk that the customer or beneficial owner may be involved in criminal activity;
  • Verifying the source of funds or wealth involved in the business relationship to be satisfied that they do not constitute the proceeds from crime;
  • Seeking additional information.
