The French Embassy in Sudan with CFI, the French media development agency, wishes has launched a tender for the final evaluation of the FSPI project n° 2021-69 “Support for the democratic transition of Sudan“.

The project aimed to support three important components of the transition in the country: media, justice and politics. The activities, which started in April 2021, are nearing completion. The evaluation will take place in three phases as indicated in the specifications. The phases will start after validation of each deliverable by the service commissioning the evaluation.

Three deliverables will be needed: A scoping note, an interim analysis report and a final report.

Service requested:

1- Consolidated balance sheet

The consolidated balance sheet will cover all the components of the project. It will include: a brief history of the activities carried out by identifying, in the light of this particular context, the events that had an impact on its implementation and its level of progress; a description of the actions carried out, the level of financial implementation, the functioning of the project’s governance. An explanation of any deviations from the forecasts is expected; the reconstruction of the project’s effective intervention logic (as it has actually been implemented); Good practices and the methodology chosen by the evaluator.

2- Evaluative questions related to: relevance, coherence, efficiency, and viability

The evaluation report will include a concluding part that will be structured around two axes:

• Key findings on evaluative issues and lessons learned.

• Strategic, methodological and operational recommendations for the SCAC. Given the issues related to the end of the program, they will focus on the following points: The conditions under which a similar project could be implemented in a country with such a sensitive context; Lessons for drafting a new strategy for action in the country; The means to consolidate the achievements of the project, in view of a context still changing.

The estimated schedule for the evaluation is as follows:

  • Deadline for submission of tenders:14/11/2022
  • Selection of the consultant: Week of 14/11/2022
  • Starting steering committee (COPIL): Week of 21/11/2022
  • Delivery of the scoping note: Week of 05/12/2022
  • Validation of the scoping note: Week of 12/12/2022
  • Submission of interim report: Week of 30/01/2023
  • COPIL on the interim report: Week of 06/02/2023
  • Submission of the final report and the summary sheet: Week of 27/02/2023
  • COPIL on the final report: Week of 03/13/2023

Desired start date: mid-November 2022

Desired end date: mid-March 2023

Type of contract: service contract

Amount of the contract: €20,000 maximum

Bids will be judged and ranked according to the following weighted criteria:

  • Understanding of evaluation terms of reference and expectations 25
  • Skills of experts in the field being assessed 20
  • Project Evaluation Competencies 25
  • Quality of the proposed methodology and days of expertise mobilized 20
  • Cost of the service 10

The evaluation of tenders is carried out on a total of 100.

How to apply

The submission of tenders will take place in a single phase of analysis of applications and technical and financial offers, which will be submitted to CFI only in electronic format. Offers will be written in French or English.

Candidates will send their application and their technical and financial offer in electronic format to the address [email protected] before the date and the deadline for submission (accepted format: WORD, EXCEL and PDF), indicating in the body of the message the exhaustive list, the number and the exact title of the files sent. In the event of files that are too heavy, the candidat.es are invité.es to transmit them by WE TRANSFER or any other electronic transmission software, to the address [email protected], after informing CFI by email to the same address, indicating the exhaustive list and the exact title of each of the files transferred.

The Project Manager will send a reply email to each candidate to confirm receipt of these documents. The candidat.es will thus be able to ensure that CFI receives all of their documents. Any incomplete application will be rejected.
