Yemen context

After more than six years of intense conflict 24.1 million people in Yemen need humanitarian aid to survive more than in any other single country in the world. The tragedy has reached epic proportions, with a child dying every 10 minutes from preventable causes like diarrhoea, breathing infections and malnutrition. More than 3.3 million people are internally displaced, humanitarian access is difficult and the government has not been able to pay salaries.

Islamic Relief Yemen (IRY) has been active in the country since 1998, implementing large humanitarian interventions, as well as long term and development related projects. IRY formally established its country office in Sana’a after registration with the ministry of international development in 2004. Islamic Relief Yemen works with multiple donors, including WFP, UNICEF, UNHCR, OCHA, EC, DFID, SIDA and Islamic Relief Partners.

Islamic Relief Yemen has substantial experience in implementing humanitarian interventions both in emergency and non-emergency settings. Key sectors of IR Yemen includes: food security, livelihood, WASH, nutrition and health. IR Yemen is also a regular member of UNOCHA led inter-cluster coordination forums and its interventions are strongly coordinated with the clusters to increase the relevancy, efficiency and effectiveness of the humanitarian responses. Under the current crisis in Yemen, IRY has provided emergency lifesaving humanitarian assistance to more than 2.5 million people in sixteen governorates in the country. These interventions have covered WASH, health, nutrition, food security, and education.

IRY is an active member in the country humanitarian entities including the clusters, IRY play a key role as chair for some technical working group. IRY humanitarian interventions have been implemented in 17 governorates out of Yemen’s 21 governorates. This is in coordination with all stakeholders which eases our access despite the ongoing conflict.

Project summary

This project is designed to improve the access of affected and vulnerable people of 4 districts in Amran and Al-Hodaidah governorates to the lifesaving health services. These districts are (Al-Zuhra district) in Al-Hodaidah governorate and (As-Sawd district, As-Sudah district and Al-Asha district) in Amran Governorate.

IRY proposes this project which is aligned with the first and third health cluster objectives of 2021. The first objective includes increasing access of vulnerable populations including IDPs to the Minimum Service Package, supporting the health system and community resilience at all levels, and prioritizing reproductive health, mental health and psychosocial support, severe malnutrition response and management of non-communicable diseases. The third objective includes strengthening the health system and operational support to health facilities through fuel, water, oxygen, health information management and financial support to healthcare workers and the provision of essential support to critically needed advanced care in priority districts.

The project targets 4 hospitals which will serve beneficiaries including those with mental and disability disorders and the most vulnerable group of the community like mothers and children. Each hospital serves a whole district in addition to nearby districts and IDP sites.

The project will support the four hospitals in providing secondary health services and reproductive health services. With supporting the hospital with the proposed activities, a target of 325,446 beneficiaries will be reached during the project duration. The project is proposing to support 100 health workers including general practitioners and specialists. The project will support outpatient care, emergency care, inpatient care and reproductive care including BemONC (Basic emergency obstetric and neonatal care) and CemONC (comprehensive emergency obstetric and neonatal care). The project will also support operational costs as providing fuel and water to the hospital.

Objectives of the baseline

The overall objective of this baseline survey is to generate statistically valid information that will serve as the basis for comparison with the same type of information to be collected during the endline Baseline. This baseline is again necessary to measure the achievement of the desired change of stated indicators over the project intervention period. Therefore, the study is expected to assess information based on the stated indicators of the project.

The following are the specific objectives of the baseline survey:

  • To determine the baseline survey values for key outcome indicators as per the project logical framework, thus establishing the foundation for the project’s MEAL system.
  • To collect data that helps to compare with final Baseline and will be able to determine the level of changes on impact and outcome indicators between baseline and final Baseline.
  • To help establish targets for indicators, as applicable based on the result of the baseline survey.
  • To gather data that will give more accurate situation for any other ongoing or new interventions

Methodology

We would like our consultants to outline the proposed methodology and requirements for this particular assignment. The consultant should consider appropriate quantitative and qualitative methods in the design of baseline including.

  • Desk review of secondary data and IRW project documentation.
  • Surveys of statistically representative sample (with a minimum 95% confidence level and 5% margin of error) of project participants/patients.
  • FGD with communities and rights holders with proportionate sampling
  • Key informant interviews with IR staff, peer agencies, public and private service providers and technical agencies, UN and government authorities (local and national).

Required competencies

The successful consultant will have the following competencies:

  • Demonstrate evidence of experience in Baselines and End lines for humanitarian action and/or development project in Yemen.
  • Possess sectoral experience and knowledge in Health sector including relevant technical standards.
  • Possess deep knowledge and practical experience of using quality standards such as Core Humanitarian Standard (CHS) and Sphere
  • Possess strong statistical/quantitative and qualitative research skills
  • Have excellent report writing skills in English language.
  • Have the legal right to travel to the targeted areas.
  • Be able to communicate fluently with local people.

Project outputs

The consultant is expected to produce:

  1. A detailed work plan and inception report developed with and approved by IRW and IRY country teams, setting out the detailed methodology, relevant technical standards to be used as reference for the Baseline, sampling strategy and deliverables prior to commencing the desk review.

  2. The work plan, inception report, draft report, final report, presentation, etc., and communication language must be in English.

  3. A full report with the following sections:

Job Title: Consultant: Baseline of provision of secondary health care in four district hospitals in Amran and Hodeida Governorates Yemen (POSHY), September 2022

The consultant will communicate in the first instance with MEAL Coordinator IRY and will forward deliverables to the IRW Programme Quality team.

Proposal to tender and costing

A consultant interested in carrying out this work must submit the following items as part of their proposal/bid and this should including the following.

  1. Detailed cover letter/proposal outlining a methodology and approach briefing note
  2. Résumé/or CV or outline of relevant skills and experience possessed by the consultant who will be carrying out the tasks and any other personnel who will work on the project
  3. Example(s) of relevant work
  4. The consultancy daily rate (fill in appendix 1)
  5. Expenses policy of the tendering consultant. Incurred expenses will not be included but will need to be agreed in advance prior to contract award. (fill in appendix 1)
  6. Be able to complete the assignment within the timeframe stated above
  7. Be able to demonstrate experience of Baselines, Endlines, Needs Assessments, Feedback Survey and similar work.

Terms and conditions

The consultant would provide financial proposal outlining detailed break up of costs and charges. There would be formal agreement on payment schedule and funds transfer process once the consultant would be selected. Payment will be made in accordance with the deliverables and deadlines for this project so are as follows:

    • 40% of the total amount – First upfront payment
      – 30% of the total amount – submission of the first draft of the Baseline report
      – 30% of the total amount – submission of the final report including all outputs and attachments mentioned above

We can be flexible with payment terms, invoices are normally paid on net payment terms of 30 days.

Additional information and conditions of contract

The following additional information will be expected from the consultant and be pursuant to the conditions printed beneath as well as the terms and conditions in the consultancy contract.

  1. The ToR document is between the consultant and Islamic Relief Worldwide
  2. Islamic Relief Worldwide is a legally registered charity under the laws of the United Kingdom charity registration number 328158
  3. This document covers the research project identified and described in this document and related correspondence and may not be expended for any other purposes without the prior written approval of Islamic Relief Worldwide, Head of Program Quality.
  4. The project will be carried out under the auspices of the Islamic Relief Worldwide, Program Quality team. The lead researcher will be working in the capacity of a freelance consultant or an organisation.
  5. Collected data, information, reports and reference documents should be submitted, along with any audio files and transcripts collected.
  6. Intellectual Property Rights to all research, and data, conducted and collected and the final report belongs solely to Islamic Relief Worldwide.
  7. In case of contraventions or breach of any of the terms of the agreement, any outstanding payments to the Lead Researcher or the organisation will be withheld.

During the consultancy period,

IRW will only cover:

Consultancy fees

Any travel costs for data gathering.

IRW will not cover:

Tax obligations as required by the country in which he/she will file income tax

Any pre/post assignment medical costs. These should be covered by the consultant

Medical and travel insurance arrangements and costs. These should be covered by the consultant.

How to apply

Consultancy contract

This will be for an initial period that is to be specified by the consultant commencing from October 2022 (exact date to be mutually agreed).

The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted at the end of the assignment and will be paid on net payment terms 28 days though we can be flexible.

All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.

For this consultancy all applicants are required to submit a covering letter and CV’s of all potential consultants including the project lead.

A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.

Other relevant supporting documents should be included as the consultants sees fit.

All applicants must have a valid visa or a permit to work in the UK (if travel is required to the UK). A valid visa/work permit is also required for those areas required to be visited as part of this consultancy.
