Contract 15-month contract

Salary €45,830 – €63,017 per annum

Probation 6 months

Hours 35 hours

Travel The post requires a valid driving licence and the use of a car

for business purposes, mileage allowance operates.

Housing Services Department

This is an exciting opportunity for an ambitious applicant to join the Housing Services Team within Clúid Housing. The Housing Services department delivers core front line services in 34 locations around the country including voids and lettings; rent collection and arrears management; tenancy management; estates and facilities services; and community and estate development. The department is also responsible for the Dublin based contact centre team who are the main point of contact for all tenant and business enquiries.

Role: Tenancy Officer

Role Overview: To manage and engage with complex cases and to address tenancy breaches that are putting Clúid residents at risk of tenancy failure. To develop relationships with external services and organisations to support Clúid tenants to sustain their tenancies.

Reporting to: Tenancy Sustainment Manager

Key responsibilities

Service Delivery

  • Case management of complex breaches of tenancy, ASB and arrears cases and cases involving vulnerable residents (domestic abuse, child protection concerns, safeguarding etc)
  • To develop and carry out intervention plans for tenancies that are assessed as at risk of tenancy failure appropriate to Clúid as a social landlord.
  • Preparing cases and representing Clúid Housing for RTB/court hearings
  • To work effectively with difficult to engage residents, agree action plans and signpost to external supports to sustain tenancies.
  • Work with housing teams to accept appropriate cases.
  • Work in conjunction with housing teams on cases where required.
  • Maintaining an excellent working knowledge of best practice and legislation in working with vulnerable children, adults and the older people.

Networking and Partnerships

  • Determine the types of support service requirements by area and tenancy profile and build effective partnerships/relationships with regional statutory and voluntary organisations whose remit and services can support Clúid tenants.
  • Maintain a database of support agencies, their services and referral criteria and make this available to housing teams.
  • Assisting housing staff to assemble information on local support agencies identifying any gaps in local support services.
  • Developing relationships with service providers locally for the purpose of resident referral or effective signposting
  • Supporting the development of formal partnerships where this is desirable.

Reporting and Measuring Value

  • Record, monitor and report on tenancy sustainment handovers, outputs and outcomes through case management
  • Use impact assessment tools to assess the cost and other benefits of tenancy sustainment interventions.
  • Report on outcomes of tenancy sustainment to the wider business and prepare reports for stakeholders when required

Policy and Procedure

  • Remain aware of current trends and legislation relevant to tenancy sustainment and social housing provision. Contribute to the drafting of policy and procedures to facilitate tenancy sustainment practices.

Learning and Development

  • When required, assist with the training of housing staff to effectively communicate and engage residents who are either in crisis or who are struggling to maintain their tenancies.
  • Attend and engage with learning and development opportunities g related to the role.
