Background:

The Strengthening Livelihood and Climate Resilience for Ligawasan Marsh Communities in Mindanao (L-MARSH) project is a 30-month development project that intends to strengthen the livelihood and adaptive capacity to climate change, natural and human-induced hazards in the communities along the Ligawasan Marsh. The project supports Sustainable Development (SDG) goal # 13 which is to take action to combat climate change and its impact. The project has the following components: a) livelihood; b) water, sanitation, and hygiene (WASH); c) disaster risk reduction and climate change adaptation (DRR-CCA); and d) gender-responsive protection mechanisms and governance.

Job Summary:

The WASH Engineer’s primary role is to provide technical guidance and support in the planning, design, construction, and maintenance of the school’s water, sanitation, and hygiene (WASH) infrastructure project. The key responsibilities include conducting assessments; designing suitable and sustainable WASH facility; preparing the Program of Works (PoWs) and Bill of Quantities (BoQs); supervising the construction; budget management, capacity building, monitoring and evaluation, documentation, and compliance with the Ministry of Basic, Higher and Technical Education’s (MBHTE’s) requirements and quality standards. The engineer will also ensure community engagement, constant communication with project stakeholders, and technical support and guidance in the implementation and completion of the WASH interventions in schools and communities.

SCOPE OF WORK:

1. Technical Verification, Validation, and Data Gathering:

  • Conduct technical verification and validation assessments of existing WASH facilities in the 11 partner schools.
  • Gather and document data on the condition, functionality, and operational status of water supply systems, sanitation facilities, and hygiene infrastructure.
  • Collaborate with stakeholders to identify and prioritize WASH needs based on the assessment findings.

2. Technical Design:

  • Develop comprehensive technical designs that include layout plans, bill of quantities (BoQ), and cost estimates for WASH infrastructure improvement and construction projects in the partner schools.
  • Prepare WASH designs that adhere to MBHTE’s quality standards, local regulations, safety standards, environmental considerations, and inclusivity principles.
  • Develop a program of works outlining the sequence and timeline for project activities.

3. Presentation of Technical Design:

  • Present the technical designs, program of works, and BoQ to project stakeholders, including school authorities and community representatives.
  • Address any questions or concerns and incorporate feedback as necessary.

4. Procurement Assistance:

  • Provide technical guidance and support during the procurement process, including vendor selection and material procurement.
  • Ensure that materials and equipment meet specified standards and requirements.

5. Technical Supervision:

  • Actively supervise and oversee the actual construction and installation of WASH facilities in partner schools.
  • Ensure that construction activities adhere to approved designs, quality standards, and safety regulations.
  • Monitor progress, address any issues, and provide regular updates to project stakeholders.

6. Operation and Maintenance (O&M) Planning:

  • Assist in facilitating the development of Operation and Maintenance (O&M) plans for the newly constructed or improved WASH facilities.
  • Ensure that O&M plans are practical and sustainable and consider the involvement of school communities.

7. Final Inspection and Turnover:

  • Conduct a thorough final inspection of completed WASH facilities to verify that they meet engineering and safety standards.
  • Prepare a final report detailing the status of each facility and any outstanding issues.
  • Oversee the formal turnover of the WASH facilities to the respective school authorities and community representatives.

EXPECTED OUTPUT:

  1. Technical verification and validation of assessment reports.
  2. Comprehensive technical designs, including layout plans, Bill of Quantities (BoQ), and cost estimates per facility in 11 schools.
  3. Program of works per WASH facility per school, outlining the project timeline.
  4. Presentation materials for project stakeholders.
  5. Documentation of procurement support activities.
  6. Regular progress reports on construction supervision.
  7. Operation and Maintenance (O&M) plans for WASH facilities in 11 schools.
  8. Final inspection reports and facility turnover documentation.

Required Qualifications:

  • Operating CAD software with a personal laptop.
  • At least two years’ experience in engineering works (drafting, cost estimation, surveying, and construction supervision).
  • Strongly committed to the timely production of high-quality work.
  • Proven ability to think critically and in an innovative way.
  • Ability to manage time efficiently and effectively.
  • Strong analytic ability in terms of analyzing and interpreting provided information.
  • Demonstrated ability in the successful and timely completion of similar assignments in the past

Contract duration : 162 days or 8 months at 20 working days a month)
