Type / Duration of Contract

This full-time position is a maternity cover, which is initially limited to 10 months. There is a possibility of a longer-term contract, depending on the successful proposals / new projects won by RET in 2023. Part-time work can also be considered, depending on the candidate’s interest and availability.

Location / Duty Station

This position can either be home-based, Berlin-based, or based in one of RET’s project countries (Niger, Mauritania, Mali), or rotating between the project countries, depending on the candidate’s preferences. In case the position is home-based or Berlin-based, there will be significant time (at least 30%) spent on work missions to RET’s project countries in West Africa. The division of time and travel plans will be agreed upon with the candidate.

Reporting Line

The position reports to RET’s Chief Operations Officer. A second reporting line will be established to the West Africa Area Director, based in Nouakchott.

Responsibilities

  1. Monitoring and Evaluation
  • Support RET’s country office staff in the development of M&E plans, ensuring that the required data can be collected for progress reporting to the donor
  • Conduct quality assurance of the progress data produced by country teams, verifying that data is accurate and coherent (support will be received from RET Headquarters for statistical analysis and digital data compilation, as needed)
  • Analyse the data, checking progress on key performance indicators in adherence with logframe and work plans, advising management of any delays, deviations, or challenges
  • Develop logframes, theory of change, indicators etc. for potential future programs
  1. Reporting
  • Jointly with the program teams in-country, write regular progress and donor reports, ensuring quality and coherence of data and information presented
  • Assist in review and submission of donor reports:
    • Maintain an overview of donor report deadlines
    • Review and quality assurance of draft reports – verify data, liaise with country teams to clarify questions
    • Language editing of draft reports
    • Submit donor reports
  1. Proposal Development (for countries in West Africa and Middle East)
  • Ensure adherence to donor requirements for new proposals (studying donor documents, websites, attend donor seminars, etc.)
  • Coordinate submission process of concept notes and proposals:
    • Ensure eligibility for grants
    • Coordinate deadlines and responsibilities for proposal writing
  • Draft project concept notes and proposals, in coordination with the respective country teams, and under guidance of Area Director and Chief Operations Officer
    • Conduct quality assurance and logic check of proposed project designs
    • Conduct thematic research to provide technical input / verify technical aspects, provide sources for facts
    • Supervise technical consultants in project countries who provide input for proposals
    • Language editing and formatting of application documents, including all annexes, and submit them through online donor portals
  1. Other tasks
  • Translation of documents, proposals, reports, as required (German-English-French, depending on the candidate’s language skills)

Expected qualifications and skills

  • Academic qualification:

    • University degree in social sciences, development studies, political sciences or other relevant subjects
  • Work experience:

    • At least 3 years previous work experience in an NGO, IO or research consultancy, with a focus on humanitarian aid and/or development cooperation
  • Technical skills:

    • Good academic writing skills, and experience in writing donor reports
    • Experience in writing project proposals for German and international donors (e.g., BMZ, AA, ECHO, UN, GIZ, bilateral donors…)
    • Knowledge of monitoring & evaluation, indicator development, data analysis, results-based management
  • Languages:

    • German native preferred (for donor liaison purposes); proven fluent level of German is acceptable
    • Fluency in English, both oral and written is a requirement (RET’s business language)
    • Advanced knowledge of French (for liaison with francophone African countries)
