The Technical Lead (TL) for Food Security and Nutrition will be responsible for providing overall leadership to the Health & Nutrition, WASH, Livelihood and Climate Action technical units. A special focus and experience is required in sustainability elements of climate resilience and market linkages.

The TL is responsible for the development of capacity-building plans for the team; namely Technical Programme Officers (TPOs), Senior Technical Specialists (STS), Technical Specialists (TS), and Community Development Facilitators (CDF), who are responsible for implementing the technical programme. The TL is the external face of the Integrated Nutrition Programme and with support from relevant parties (Program Quality Director, National Director, Resource Acquisition team, STS, etc.) is required to build and manage strategic and influential external relationships with government, institutional donors, and key implementing partners.

MAJOR RESPONSIBILITIES

Provide strategic leadership, technical direction, and results-based management to WVI-Cambodia’s Integrated Nutrition Programme, which includes Health, Nutrition, Water Sanitation and Hygiene (WASH), and Food Security/Livelihood Sector with Climate Action integrated throughout to maximize the impact of World Vision’s programming on the lives of the most vulnerable children in Cambodia. Considering the strategy and programme focus for the next 3 years, and the composition of the current team’s skill set, this position will be focusing on designing new programs for building climate change and market systems of the current livelihoods/food security programmes, integrated with the current portfolio of health, nutrition and WASH programmes.

  • To provide strategic leadership and coordination to Health and Nutrition, WASH, Livelihood and Climate Action technical units to ensure technical programs and technical assistance to program implementers are of high quality and are integrated to contribute to the sustained well-being of children in communities in alignment with WVI-Cambodia Country Strategy.
  • To lead and coordinate a strong technical capacity-building plan (and delivery when appropriate) for Senior Technical Specialists, Technical Specialists, Technical Program Officers, and Community Development Facilitators to ensure programme implementation in Cambodia is effective, efficient, and impactful.
  • To lead and promote external representation with technical ministries, relevant networks, donors, and key stakeholders, and implementing partners, such that WVI-Cambodia is seen as a partner of choice.
  • Working with the WVI-Cambodia Advocacy team to realize WVI’s advocacy agenda and actions at the national and local levels in Cambodia result in improved outcomes for children including leading/coordination research, evidence building, etc.
  • Work with technical units and the Resource Acquisition Unit to develop innovative models and projects, position as a thought leader, and develop strong technical proposals to strengthen and scale up programming for Cambodia’s Most Vulnerable Children. Specifics to business development, priority will be given to developing proposals development of new projects focusing on climate change adaptation and market systems, building on current programming, and tapping potential resources available in country/international funding opportunities

REQUIREMENTS:

  • Master’s Degree in Livelihood Development, Climate Change Adaptation and Resilience, Nutrition, Public Health, International Development or relevant social science, or similar disciplines.
  • At least 5 years experience in Livelihood/Market Linkage/Climate Adaptation and Resilience programme design, implementation and monitoring, and evaluation in a development context.
  • At least 5 years programme management experience in an international development organization
  • At least 3 years of experience in a senior NGO management role in a developing context
  • Previous experience working in Cambodia or SE Asia, and/or experience working in World Vision.
  • Strong strategic and operational planning skills and ability to prioritize and handle multiple tasks
  • Programming experience with WV Livelihood/Health and Nutrition/WASH programming models including climate action
  • Demonstrated experience in programme or project design, implementation, monitoring, evaluation, and report writing
  • Fluency in English required, knowledge of the Khmer language an asset, or willingness to learn it
  • Periodic in-country and international travel is required, not to exceed 20% of the time.
