Program Summary

The Technical Assistance Program (TAP), funded by the U.S. Agency for International Development (USAID), is a five-year education and youth program that seeks to transform the organizational culture and improve the abilities within the Ministry of Education and the Ministry of Youth to ensure officials can implement desired reforms. Creative and its partners will provide technical assistance in the development, roll-out, and tracking of policies and procedures to incorporate international best practices for public education and youth programming. Among the many activities in the Jordan Technical Assistance Program, it will support curriculum development, promote inclusive learning techniques, improve the skills of teachers and school managers, and other tangible activities that ultimately support changing the organizational culture within the two ministries and relevant agencies. The program will further support Jordan’s outreach and behavioral change communications initiatives that are aimed at creating a culture of reading, the inclusion of vulnerable children, and increased youth engagement.

Position Summary:

Supporting TAP Education and Youth interventions in the field and ensuring that schools, youth centers, and field directorates respond to programs and activities and assist them in this, especially in the context of the remedial program, youth programs, the school development program (SDDP), and M&E

Coordination, Reporting and Supervision:

The Technical Field Officer will coordinate with TAP teams (Education and Youth, Systems and Policy, Capacity Building, MEL, and Operations & Finance). The Technical Field Officer reports to the Program Coordinator.

Position Responsibilities:

  • Plan and support activities to create awareness among MoE/MoY field staff of the TAP supported programs. For example, help field directorate in planning and conducting awareness sessions for school principals.
  • Support and contribute to building the capacity of MoE/MoY field staff to efficiently implement and monitor TAP’s supported programs, for example: planning effective teacher training and coaching, onsite support, and communities of professional learning.
  • Collect data and provide input to inform the design of TAP’s supported interventions and the continuous improvement of the remedial work and the capacity building activities. Example filed visits and meeting with field staff/ educators.
  • Work with the field directorate to ensure the inclusion of TAP interventions and activities in the development plans of schools and directorates.
  • Carry out field data collection at different levels (MoE directorates, youth centers, and schools) to support TAP MEL efforts.
  • Oversee data collection efforts by GoJ counterparts ensuring effective utilization of tools and instruments including online/electronic platforms.

  • Support data entry and reporting efforts, if needed, and contribute to the overall implementation of assessment, monitoring and evaluation activities.
  • Conduct field visits, spot checks, and field observations as needed.
  • Support communications efforts by conducting interviews, sharing field-level highlights and success stories.
  • As a field-level PoC; attend and facilitate training on behalf of TAP and ensure dissemination of surveys and questionnaires to trainees/participants.
  • Coordinate/schedule field level visits for the TAP team, consultants, and evaluators for evaluation efforts.

Required Qualifications:

  • Bachelor’s Degree in Education, Social Sciences, Business or Public Administration, or any related field.
  • At least four (4) years of general work experience and two (2) years of specific experience related to the position is required.
  • Working experience with international agencies, NGOs, and/or government experience is highly desirable.
  • Experience in working with the MoE/MoY is highly desirable.
  • Experience in M&E is highly desirable.
  • Knowledge of Jordan’s development context, challenges, and opportunities.
  • Proficiency with relevant computer software programs, especially MS Office.
  • Proficiency in both Arabic and English languages is mandatory.
