Wars and armed conflicts come to an end; however, the remnants of war continue to terrorize millions of people for decades to follow. Humanitarian Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and other explosive remnants of war. Currently NPA has more than 20 Humanitarian Disarmament Programmes ongoing in Africa, Asia, Latin America, Eastern Europe and the Middle East.

Norwegian People’s Aid is looking for two Technical Field Managers (TFMs) for our newly established programme in Ukraine. NPA is in the process of starting-up mine action activities within the country, and the Programme is currently recruiting and training operational and support staff. As a TFM, you will play an important role in the co-ordination of internal and external activities at project, programme- and government level.
Location: Mykolaiv, Ukraine with frequent travel within country.

Requirements
- IMAS EOD level 2 or equivalent military qualification.
- At least two years of operational mine action experience from military, NGO or commercial sector.
- Experience with mine action operations, including land release (NTS, TS, Mine clearance and BAC) and building clearance.
- Experience of leading, motivating and managing a diverse team of people.
- Technical knowledge of mines/EO and clearance techniques, including new developments.
- Experience of conducting trainings and the transfer of appropriate skills to others.
- Good knowledge of IMAS and the land release principles.
- Excellent written and spoken English – knowledge of Ukrainian and/or Russian is an advantage.
- Good leadership and communication skills, along with the ability to motivate staff in a calm and professional manner.
- Excellent organizational skills with the ability to plan and coordinate activities often within tight deadlines in a harsh environment.
- Ability and willingness to work and live under stressful and hazardous conditions.
- Category B international driving license.
What you will do
- Responsible for the day-to-day management of assigned mine action operations including land release (NTS, TS, mine clearance and BAC).
- Assist and support the STFM in planning, development and ensuring an overall safe execution of all NPA technical activities.
- Contribute to methodology development.
- Assist the OM / STFM to assess all gaps in the operational capacity of both National and Expatriate operational staff.
- Assist in the development of the annual training plan for Operational staff, in line with donor set targets, and in accordance with SOPs and IMAS/NMAS.
- Assist in the development and update of operational SOPs and maintain operational accreditation.
- Develop capacity development plans for national operational staff, plan, oversee and conduct training for local and international operational staff.
- Provide operational reports, including progress reports, NPA Monthly report, NTS and hazard reports, completion, and suspension report, to both NPA’s reporting system and the National Authority through IMSMA.
- Represent the OM/STFM when required and represent NPA at stakeholder meetings and events.
- Liaise with national and local authorities for operational, logistic and administrative purposes.
*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
