Technical Field Manager Training

Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

We are looking for a new Training Technical Field Manager (TFM) to join NPA’s dynamic Mine Action and Disarmament programme in Ukraine and in particular its liberated areas recently under Russian occupation, which are highly contaminated with Explosive Ordnances mostly as a result of the still ongoing conflict. You will be responsible for the co-ordination, preparation and delivery of training for national and international operational staff in survey and clearance, utilizing all available Humanitarian Mine Action (HMA) capabilities including manual, Mine Detection Dogs (MDD) and Mechanical clearance assets. The Programme is in a rapid operational capacity growth and in delivering mine action activities within Ukraine. The programme has multiple newly trained teams that will need guidance and mentorship. The programme is in the process of recruiting and training of additional operational teams, including mechanical teams, and support staff working on implementing mine action activities.

Location: Mykolaiv, Ukraine, but may be relocated to other parts of Ukraine, based on NPA’s areas of operations. Frequent travel within Ukraine and to the main office in Kiyv city is to be expected.

Please note that we offer a two-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.

Requirements

• IMAS EOD level 3 or equivalent military qualification, with at least 5 years of experience from a training role in mine action.
• Proven ability to develop, manage and deliver Training in HMA context.
• Good knowledge of IMAS and the land release principles in an HMA programme.
• Experience in mine clearance/land release.
• Experience in “HMA toolbox” approach.
• Proven ability in motivating and leading a team.
• Category B international driving license.
• Excellent written and spoken English, knowledge of Ukrainian and/or Russian language is desirable.
• NPA work experience is desirable.
• Medical first aid training/qualifications are desirable.

You have good cultural and interpersonal skills, combined with good leadership and communication skills. You are able to motivate staff in a calm and professional manner with limited supervision, and manage to plan and coordinate activities often within tight deadlines in a harsh environment. You are able- and willing- to work and live under stressful and hazardous conditions.

What you will do

• With guidance and support of the Operations Manager (OM), establish and implement MAD Ukraine training programme.
• Responsible for the development of training, training management plans, and their implementation.
• Assist the OM to assess all gaps in the operational capacity of both national and expatriate operational staff.
• Assist in the development of the annual training plan for operational staff ensuring the achievement of the Programme overall targets.
• Conduct the quality management of training in accordance with SOPs and IMAS/NMAS.
• Develop capacity development plans for national operational staff, plan, oversee and conduct training for local and international operational staff including survey (NTS/TS), clearance, EOD, Medical training.
• Maintain an up to date training record of all operational staff, provide training reports when required.
• Represent the Operations Manager and NPA at relevant stakeholder meetings and events.
• Liaise with national and local authorities for operational, logistic and administrative purposes.

*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
